Ballot title

The ballot title for Amendment 1 was as follows:

Amendment No. 1- (Submitted by General Assembly.) Repealing and re-enacting Section 11, Article X, Missouri Constitution, and in addition providing school taxes may be increased not to exceed three times constitutional limitation by majority vote for period of two years in districts in cities of 75,000 or over and one year in other school districts.

A simple majority vote is required during one legislative session for theMissouri General Assembly to place a constitutional amendment on the ballot. That amounts to a minimum of 82 votes in theMissouri House of Representatives and 18 votes in theMissouri State Senate, assuming no vacancies. Amendments do not require the governor's signature to be referred to the ballot.
