Julio M. Fuentes is afederal judge onsenior status with theUnited States Court of Appeals for the 3rd Circuit. He joined the court in 2000 after being nominated by PresidentBill Clinton.[1]

Early life and education

Born in Humacao,Puerto Rico, Fuentes graduated from Southern Illinois University with his bachelor's degree in 1971, from New York University with a master's degree in 1972, and from the State University of New York at Buffalo Law School with hisJ.D. in 1975. Fuentes earned a second master's degree from Rutgers University in 1993.[1]

Fuentes was nominated to theUnited States Court of Appeals for the 3rd Circuit by PresidentBill Clinton on March 8, 1999, to a seat vacated byRobert Cowen, as Cowen assumedsenior status. TheAmerican Bar Association rated FuentesSubstantial Majority Qualified, Minority Not Qualified with two abstentions.[2] Hearings on Fuentes' nomination were held before theUnited States Senate Committee on the Judiciary on February 22, 2000, and his nomination was reported by U.S. Sen.Orrin Hatch (R-Utah) on March 2, 2000. Fuentes was confirmed on a recorded 93-0 vote of theU.S. Senate on March 7, 2000, and he received his commission on March 9, 2000. Fuentes assumedsenior status on July 18, 2016.[1][3]

Judge Fuentes was part of a three judge panel led byThomas Hardiman which presided over a case about whether the State ofDelaware has legal standing to expand sports betting. The panel ruled on September 1, 2009, that the State of Delaware can offer sports betting on parlays (multiple games), but ruled that betting on individual games including football, basketball, and hockey is illegal under federal law. The ruling from the Third Circuit affirmed JudgeGreg Sleet's ruling that Delaware was limited to offering sports betting for multiple games. This is consistent with a 1976 law that outlaws wagering on individual games.[4]
