In the Democratic primary,Bruce Davis defeatedAdam Coker,Bob Isner,Kevin Griffin, andMazie Ferguson. Budd defeated 16 other Republican candidates to win the Republican nomination.

IncumbentGeorge Holding (R) ofDistrict 13 sought re-election for theDistrict 2 seat in 2016. He defeated fellow Republican incumbentRenee Ellmers andGreg Brannon in the primary.[7] Holding's change of plans came afterredistricting in North Carolina in February 2016 substantially changed the constituency of both districts. Holding's decision to run in District 2 essentially made District 13 an open seat, and as a result, 22 candidates filed to run for the seat.[8][9][10][11][12][7]
