Joyce Simmons was first elected to serve as the national committeewoman of theRepublican Party of Nebraska in 2012.[1] She resigned from her position on December 11, 2017, to protest theRepublican National Committee's finanical support ofRoy Moore in the2017 special election for theU.S. Senate seat from Alabama.[2]

Simmons was first elected to be the national committeewoman for theRepublican Party of Nebraska in 2012 and was re-elected to serve a four-year term in 2016.[3][4][1]
Resignation
Simmons resigned from her position on December 11, 2017. She said she resigned to protest theRepublican National Committee's (RNC) finanical support ofRoy Moore in the2017 special election for theU.S. Senate seat from Alabama.[2] Nine women made sexual misconduct and assault allegations against Moore in mid-November. The RNC announced on November 15, 2017, that it was withdrawing from a funding agreement it had with the Moore campaign.[5] The RNC reinstated its funding agreement with Moore, however, after PresidentDonald Trump (R) endorsed him on December 4.[6]In a statement, Simmons said:

Simmons was part of the Committee on Arrangements, which wasresponsible for arranging the2016 Republican National Convention. National GOP Chairman Reince Priebus wrote regarding the committee:[8]
“ Together, these individuals will implement a plan for the event that will make our entire party proud. I am also grateful for the support of the community of Cleveland and look forward to working with everyone toward an outstanding convention experience.[7]

All 36 delegates from Nebraska were bound by state party rules to supportDonald Trump at the convention.[9] As of July 13, 2016, Trump had approximately1,542 delegates. The convention Rules Committee in 2016 consisted of one male and one female delegate from each state and territorial delegation.TheRules of the Republican Party required each delegation to elect from its own membership representatives to serve on the Rules Committee.

Delegates from Nebraska to theRepublican National Convention were elected at a state convention in May 2016.Donald Trump won all 36 Nebraska delegates in thestate primary election on May 10, 2016. Delegates from Nebraska were bound for the first two ballots at the national convention unless the candidate to whom they were pledged released them or received less than 35 percent of the vote on the first ballot.

Nebraska had 36 delegates at the 2016 Republican National Convention. Of this total, nine were district-level delegates (three for each of the state's three congressional districts). Nebraska's district delegates were allocated on a winner-take-all basis; the plurality winner of the statewide primary vote received all of the state's district delegates.[11][12]
Of the remaining 27 delegates, 24 served at large. Nebraska's at-large delegates were allocated on a winner-take-all basis; the plurality winner of the statewide primary vote received all of the state's at-large delegates. In addition, three national party leaders (identified on the chart below as RNC delegates) served as bound delegates to the Republican National Convention. The RNC delegates were required to pledge their support to the winner of the state's primary.[11][12]
