Joseph Clemens Howard
Joseph Clemens Howard (1922-2000) was afederal judge for theUnited States District Court for the District of Maryland.[1]
Howard was nominated by PresidentJimmy Carter on May 22, 1979, to a new seat created by 92 Stat. 1629; he was confirmed by the Senate on October 4, 1979, and received commission the next day. He assumedsenior status on November 15, 1991. He served the District of Maryland until his death on September 16, 2000.[1] Howard was succeeded in this position byPeter Messitte.
