Biography

Joe Vogel was born in Montevideo, Uruguay. Vogel earned a bachelor's degree in political science and government from George Washington University in 2018 and a master's degree in public policy from Harvard University in 2022. His career experience includes founding Learn It Together, and working as the editor of Harvard Kennedy School Review and as a campaign aide.[1][2]

When I was three-years-old, my family immigrated to the United States from Uruguay. I grew up in the district I’m now running to represent.

I have worked to elect Democrats, advocated for progressive political causes in Annapolis, and served on the state of Maryland’s Youth Advisory Council. I have fought for gun violence prevention, LGBTQ rights, and reproductive rights; organized in support of increased education funding for Maryland students; helped launch an organization to hold social media companies accountable; and founded a nonprofit to provide free tutoring for children of essential workers.

My great-grandparents escaped Nazism in Europe. My grandparents and parents grew up under a military dictatorship in Uruguay. I understand what is at stake in the fight for democracy — and I will work tirelessly to restore faith in democratic governance.
  • Ending the Gun Violence Epidemic: We need to fight for bold policy solutions to Maryland’s gun violence crisis, and I’m proud to be recognized as a Moms Demand Action Gun Sense Candidate. We must extend liability to gun manufacturers and require liability insurance for gun owners. We must pass safe storage legislation and advocate for local school districts to increase public awareness on how to safely store weapons at home. We must invest in school social workers, mental health support systems, and restorative justice practices to resolve conflicts and crises before violence occurs. We can increase funding for violence intervention programs by raising fees on firearms and ammunition. Learn more at joevogel.org/gunviolence.
  • Defending Reproductive Rights: I have always believed that people, not the government, have the right to make decisions about their reproductive health. We must enshrine abortion access in the Maryland Constitution. We must protect access to abortion care, continue making it easier to access reproductive healthcare, and expand access to over-the-counter emergency contraception for students living on college campuses. We must designate healthcare centers in Maryland as sanctuary spaces for undocumented individuals, and ensure that detention facilities offer contraception, emergency contraception, and abortion care for incarcerated Marylanders.   • Climate/Environmental Action: We need to take bold action to address the climate crisis. I believe Maryland should lead the way in setting and meeting ambitious decarbonization targets. We need to invest in infrastructure for electrified public transportation. We need to significantly expand production and deployment of solar and wind power. If we make the right investments, our state can become an important player in climate innovation. Additionally, we need to make critical investments in climate resiliency – making sure every community is prepared to address the consequences of a changing climate. When management of the Middlebrook Community in Germantown, Maryland began charging vulnerable residents excessive fees for water, I joined community organizers in showing up and speaking out. Under the threat of eviction, residents were being wrongly forced to pay hundreds of dollars in water bills. A few of the residents I met with had been collecting rainwater in barrels to shower as they could no longer afford the egregious water bills. Stories like these are far too common in our community. We live in the wealthiest county, in the wealthiest state, in the wealthiest country in the history of the world – but too many of my neighbors don’t share in that wealth and opportunity. We live amidst cutting-edge medical research and innovation, yet too many of my neighbors are unable to seek health care. Our state has some of the best schools in the country, and also some of the worst. Too many in our community, like the residents of Middlebrook, are being taken advantage of by profit-driven landlords. We need to create a more just community with a fairer economy, where no one is overlooked or left behind.
