Jeffrey M. Bryan is a judge on theUnited States District Court for the District of Minnesota. Nomination

On July 27, 2023, PresidentJoe Biden (D) announced his intent to nominate Bryan to theUnited States District Court for the District of Minnesota. The president officially nominated Bryan on July 27, 2023.

Bryan was nominated to replace JudgeJohn Tunheim, who announced on February 1, 2023, that he would assumesenior status once his successor has been confirmed.[3]

Biography

Education

Bryan received a B.A. with highest honors from the University of Texas at Austin. He earned hisJ.D. at Yale Law School.[8]

Professional career

Bryan is a former judge of theSecond Judicial District inRamsey County,Minnesota. He was appointed by GovernorMark Dayton on July 11, 2013.[8] Bryan was re-elected in 2014.[9] He stepped down when he took office on the court of appeals. Before he became a judge for theSecond Judicial District, Bryan was an assistantUnited States attorney, prosecuting white collar defendants, gangs, drug trafficking organizations and career criminals. Before that, he was an associate attorney atRobins, Kaplan, Miller & Ciresi, specializing in complex civil litigation. Bryan began his career as a law clerk forPaul Magnuson, a judge for theDistrict of Minnesota.[8]

TheUnited States District Court for the District of Minnesota is one of 94United States district courts. It was established by an act of Congress on March 17, 1849. The main headquarters of the court is based in Minneapolis at the Warren E. Berger Federal Building and Courthouse along with other locations in Saint Paul, Duluth, and Fergus Falls. When decisions of the court are appealed, they are appealed to theUnited States Court of Appeals for the Eighth Circuit, based in downtownSt. Louis, Missouri, at the Thomas F. Eagleton Federal Courthouse and Building.

The federal nomination process

Federal judges are nominated by the president of the United States and confirmed by the Senate. There are multiple steps to the process:

  • The president nominates an individual for a judicial seat.
  • The nominee fills out a questionnaire and is reviewed by theSenate Judiciary Committee.
  • The Senate Judiciary Committee holds a hearing with the nominee, questioning them about things like their judicial philosophy, past rulings or opinions, etc.
  • As part of this process, the committee sends ablue slip to senators from the home state in which the judicial nomination was received, allowing them to express their approval or disapproval of the nominee.
  • After the hearing, the Senate Judiciary Committee will vote to approve or return the nominee.
  • If approved, the nominee is voted on by the full Senate.
  • If the Committee votes to return the nominee to the president, the president has the opportunity to re-nominate the individual.
  • The Senate holds a vote on the candidate.
  • If the Senate confirms the nomination, the nominee receives a commission to serve a lifelong position as a federal judge.
  • If the Senate does not confirm the nomination, that nominee does not become a judge.
