Judicial nominations and appointments
Ninth Circuit
Carter was nominated to the Ninth Circuit by PresidentLyndon Johnson on November 6, 1967, to a seat vacated byGilbert Jertberg; he was confirmed by the Senate onNovember 16, 1967, and received commission that same day. He assumedsenior status onSeptember 30, 1971. He served the Ninth Circuit until his death onNovember 18, 1979.[1]
Southern District of California
Carter was nominated to the Southern District of California by PresidentHarry Truman on September 23, 1949, to a new seat created by 63 Stat. 493; he was confirmed by the Senate on October 15, 1949, and received commission onOctober 18, 1949. From 1966-1967, he served as thechief judge. He served the Southern District of California until he was elevated to the Ninth Circuit onDecember 1, 1967.[1] Carter was succeeded in this position byEdward Schwartz.
