Isaiah Baclaan was born inHonolulu, Hawaii. He began serving in the U.S. Army National Guard in 2017. Baclaan earned a high school diploma from James Campbell High School and a bachelor's degree from the University of Hawaii, West Oahu in 2017.His career experience includes working as a politician.[1]

Isaiah C. Baclaan, or “Isa,” as his mother would call him, is a third-generation Filipino American born and raised in Hawaii. He is both the Son and Grandson of Filipino plantation workers. His Grandfather Bruno Baclaan immigrated to Hawaii as a Sakada and, together with his Son, worked as plantation workers in Aiea in the early 1900s. Isaiah’s late father, Gulielmus Baclaan, served honorably as a Soldier in the US Army in the Philippines during WW2, having been one of the local-born Filipinos who had stepped up in service to our country.

After meeting and marrying Isaiah’s mother, Lorna Baclaan, in the Philippines, the Baclaan Family settled down in Ewa to raise their growing Family. The family home has resided in Ewa Villages for the past 25 years. In faith, the Baclaan Family identifies as Christian and attend fellowship at Waipahu Community Christian Church.

Isaiah is blessed to be married to Teresa Mahealani Baclaan, a fellow Campbell Graduate and Teacher at Kapolei High School. Together, they have a cat lovingly named “Cat” and hope to grow their Family in the community they are proud of. She has supported him through multiple State and Federal Activations through his service in the Military and is his biggest supporter and encouragement!

In his downtime, Isaiah likes to fish with his whipping rod, walks with his Wife carrying their cat in a backpack, barbeque with the Family, and is always trying to complete one of many unfinished Lego Sets!

  • A Captain in our Hawaii Army National Guard with multiple activations in service to Hawaii during some of its worse crisis in recent times to include COVID-19 and the Lahaina Wildfires. A leader who is tested and ready to serve your interests!
  • A family man with rich Filipino values. The son of a WW2 Filipino Combat Veteran Father and a Filipino Immigrant Mother, Isaiah has strong bonds with the culture and people that had a large impact on the growth and development of the Hawaii we love today.
Issues I am particularly passionate about are Education and Public Safety. As a student of our public school system I understand the importance of how critical a good education for our keiki can be. A good education will be the springboard for them to have successful and driven adulthoods.

This goes hand in hand with Public Safety. As crime and safety concerns have risen in our community, Isaiah is passionate in reforms that preserve the local integrity of our neighborhoods and give families peace of mind.
I looked up to my Father. He was a disabled WW2 Combat Veteran, and one of the local born Filipinos who stepped up to serve our country after Hawaii was attacked. He was a man of conviction and compassion and strived to do right by the world, even if he was a man of humble upbringing. He is why I decided to ultimately join the Army, and strive to become an Officer. He left a great impression and responsibility to me to serve my community and do right by others. I hope to continue that message and instill the same guidance into the people around me.
One of the most important characteristics that an elected official must have are the ability to collaborate for the betterment of those that you would represent. As an elected official your job is to serve and represent your constituency. As an elected official one must look at the future of the communities that they are representing and ensure that they are collaborating with all law makers to ensure that the voices of their district are heard and taken into account. An effective elected official is able to work with fellow law makers to ensure that regardless of the differences in political ideology, their communities voices have a real impact and are able to make change that betters all of Hawaii.
As someone who cares deeply about public service and our community, I believe a few key principles are essential for anyone elected to office:

Integrity and Transparency
Integrity is incredibly important in public office. Elected officials need to be honest and transparent with the people they serve, always upholding high ethical standards. Being open and clear about what’s going on helps build and maintain trust with the community.

Public Service and Community Focus
Elected officials should put the needs and well-being of their constituents first, above personal or political gains. This means listening to what people have to say, engaging with them, and working together to solve problems and make life better. Empathy and compassion are key to understanding and meeting the diverse needs of our community.

Equity and Inclusion
I stand firmly for equity and inclusion. Elected officials should ensure that everyone in the community has equal access to opportunities and resources. This involves pushing for policies that tackle inequalities and striving for a more inclusive society.

Vision and Innovation
Good leadership requires a clear vision for the future. Elected officials should be forward-thinking and innovative, always looking for new solutions to old problems. This means setting ambitious but achievable goals and inspiring others to work towards them. Being proactive in governance means anticipating future challenges and opportunities.

Collaboration and Partnership

Collaboration is vital. Building strong partnerships with other government bodies, non-profits, businesses, and community groups is essential for achieving common goals. Working together and supporting one another allows us to leverage diverse perspectives and resources for more effective solutions.
