Grooms was nominated by PresidentDwight Eisenhower on July 23, 1953, to a seat vacated byClarence Mullins; he was confirmed by the Senate on July 31, 1953, and received his commission onAugust 3rd. He assumedsenior status onFebruary 3, 1969, and served in that capacity until his death onAugust 23, 1991.
