Thegovernor of Guam is an elected constitutional officer, the head of the executive branch, and the highest territory office inGuam. The governor is popularly elected every four years by a majority. There is no lifetime limit on the number of times he or she may be elected, but a governor who has been elected to two consecutive terms must be out of office for at least one election cycle before being eligible once again for re-election.[1]

Authority
The Guam Elective Governor Act (Pub.L. 90-497, 82 Stat. 842) establishes the office of the governor of Guam.
The executive power of Guam shall be vested in an executive officer whose official title shall be the 'Governor of Guam'.[1] |
Qualifications
Per the Guam Elective Governor Act (Pub.L. 90-497, 82 Stat. 842), the governor must be at least 30 years old, and have been an eligible voter, a resident of Guam, and a United States citizen for the five consecutive years preceding the election.[1]
No person shall be eligible for election to the office of Governor or Lieutenant Governor unless he is an eligible voter and has been for five consecutive years immediately preceding the election a citizen of the United States and a bona fide resident of Guam and will be, at the time of taking office, at least thirty years of age.[1] |
Elections
Guam elects governors in federal midterm election years (e.g. 2018, 2022, 2026, 2030, etc.). The gubernatorial inauguration is always set for the first Monday in the January following an election. Thus, January 5, 2015, and January 7, 2019, were inaugural days.[1]
Term limits
Guam governors are restricted to two consecutive terms in office, after which he or she must wait one term before being eligible to run again.[1]
| No person who has been elected Governor for two full successive terms shall again be eligible to hold that office until one full term has intervened. |

Whenever the governor is unable or unwilling to discharge the office, either temporarily or permanently, thelieutenant governor takes over all the duties of the governorship.[1]
Duties
The governor's primary duty is to supervise the government of Guam's executive branch and execute the laws of Guam and of the United States that are applicable there. The governor may:
- grant pardons and remit fines.
- veto legislation.
- appoint, and remove, executive branch officers and employees, except as otherwise provided.
- call out the state militia to preserve the public peace.[1]
