Franklin Stuart Van Antwerpen was afederal judge on theUnited States Court of Appeals for the 3rd Circuit. He joined the court in 2004 after being nominated by PresidentGeorge W. Bush. Prior to his service on the Third Circuit, he was a district judge on theUnited States District Court for the Eastern District of Pennsylvania. Van Antwerpen died on July 25, 2016.[1]

Early life and education

Born in Passaic,New Jersey, Van Antwerpen graduated from the University of Maine with his B.S. degree in 1964 and from Temple University School of Law with hisJ.D. in 1967.[1]

On September 11, 1991, Van Antwerpen was nominated to theUnited States Court of Appeals for the 3rd Circuit by PresidentGeorge H.W. Bush to a seat vacated by JudgeLeon Higginbotham. Under Rule XXXI, paragraph six of the standing rules of theU.S. Senate, Van Antwerpen's nomination was returned to the president on October 8, 1992.[2]

Van Antwerpen was nominated by PresidentGeorge W. Bush on November 21, 2003, to a seat vacated byEdward Becker as Becker assumedsenior status. TheAmerican Bar Association rated Van AntwerpenUnanimously Well Qualified for the nomination.[3] Hearings on Van Antwerpen's nomination were held before theUnited States Senate Committee on the Judiciary on January 28, 2004, and his nomination was reported by U.S. Sen.Orrin Hatch (R-Utah) on March 4, 2004. Van Antwerpen was confirmed on a recorded 96-0 vote of theU.S. Senate on May 20, 2004, and he received his commission on May 24, 2004. Van Antwerpen assumedsenior status on the court on October 23, 2006, and he was succeeded in his position by JudgeThomas Vanaskie. Van Antwerpen served as a senior judge on theThird Circuit until his death on July 25, 2016.[1][4][5]

Eastern District Court of Pennsylvania

Van Antwerpen was nominated to theUnited States District Court for the Eastern District of Pennsylvania by PresidentRonald Reagan on September 11, 1987, to a seat vacated byAlfred Luongo. Hearings on Van Antwerpen's nomination were held before theSenate Judiciary Committee on November 5, 1987, and his nomination was reported by then-U.S. Sen.Joseph Biden (D-Del.) on December 3, 1987. Van Antwerpen was confirmed by the unanimous consent of theUnited States Senate on December 8, 1987, and he received his commission the next day. Van Antwerpen resigned from the district court on June 1, 2004, upon his elevation to theThird Circuit Court of Appeals. He was succeeded in this position by JudgeThomas Golden.[1][6]
