Ruff served in theVirginia House of Delegates from 1994 to 2000. Ruff died in October 2024.[1]

Ruff ran for re-elected in 2023 toVirginia State Senate District 9. On December 15, 2023, Ruff announced he was retiring from theVirginia State Senate due to health concerns without taking office to his newly elected District 9 seat. He previously representedVirginia State Senate District 15 from 2000 to 2023.[2]
