Frank Albert Picard (1889-1963) was afederal judge on theUnited States District Court for the Eastern District of Michigan.

He was nominated by PresidentFranklin D. Roosevelt on February 9, 1939 to a seat created by 52 Stat. 584. He was confirmed by the Senate on February 16th, and received commission onFebruary 23rd. In 1959, he was thechief judge. Then, onMarch 31, 1959, he assumedsenior status, serving in this capacity until his death onFebruary 28, 1963.[1]
