Scarlett was nominated by PresidentHarry Truman on January 24, 1946, to a seat vacated byArchibald Lovett; he was confirmed by the Senate on February 13, 1946, and received commission onFebruary 14th. He assumedsenior status onAugust 2, 1968, and served in that capacity until his death onNovember 18, 1971. Scarlett was succeeded in this position byAlexander Lawrence.
