David R. Herndon was afederal judge on theUnited States District Court for the Southern District of Illinois. He joined the court in 1998 after being nominated by PresidentBill Clinton (D). From 2007 to 2014, Herndon served as thechief judge of the district court. Herndon retired on January 7, 2019.[1]

David Dugan was nominated by PresidentDonald Trump (R) to succeed Herndon on the Southern District of Illinois. Dugan was confirmed in 2020.

Early life and education

A native of Sedalia,Missouri, Herndon graduated from Southern Illinois University-Edwardsville with his bachelor's degree in 1974 and from Southern Illinois University School of Law with hisJ.D. in 1977.[2]

Herndon was nominated by PresidentBill Clinton on April 23, 1998, to a seat on theUnited States District Court for the Southern District of Illinois vacated byWilliam Beatty. TheAmerican Bar Association rated HerndonUnanimously Qualified for the nomination. Hearings on Herndon's nomination were held before theSenate Judiciary Committee on July 16, 1998, and his nomination was reported by U.S. Sen.Orrin Hatch (R-Utah) on July 30, 1998. Herndon was confirmed on a voice vote of theU.S. Senate on October 21, 1998, and he received his commission the next day. From 2007 to 2014, Herndon served as thechief judge of the district court.[2][3][4] Herndon retired on January 7, 2019.[1]

David Dugan was nominated by PresidentDonald Trump (R) to succeed Herndon on the Southern District of Illinois. Dugan was confirmed in 2020.

Congressional oath of office

On February 1, 2013, Herndon presided in the swearing in of two United States Representatives,William Enyart andRodney Davis.[5]
