David Katz (Ohio)
David A. Katz was afederal judge on theUnited States District Court for the Northern District of Ohio. He first joined the court in 1994 after being nominated by PresidentBill Clinton and served onsenior status from January 1, 1995, until his death on July 26, 2016.[1]
Early life and education
A native ofToledo, Ohio, Katz graduated from The Ohio State University with his bachelor's andJ.D. degrees in 1955 and 1957 respectively.[1]

Katz was nominated by PresidentBill Clinton on August 12, 1994, to a seat on theUnited States District Court for the Northern District of Ohio vacated by JudgeAlvin Krenzler, who retired from judicial service. TheAmerican Bar Association rated KatzSubstantial Majority Not Qualified, Minority Qualified for the nomination.[2] Hearings on Katz's nomination were held before theUnited States Senate Committee on the Judiciary on September 28, 1994, and his nomination was reported by then-U.S. Sen.Joseph Biden (D-Del.) on October 5, 1994. Katz was confirmed by a voice vote of theU.S. Senate on October 7, 1994, and he received his commission on October 11, 1994. Katz assumedsenior status on the court on January 1, 2005, and he served as a senior judge until his death on July 26, 2016.[1][3] He was succeeded on the district court by JudgeJack Zouhary.

Judge Katz was the presiding judge in a case against Lucas County Sheriff James Telb and three other correctional officers. In April of 2009, the four were charged for their alleged roles in causing and covering up the death of inmate Carlton Benton in Lucas County Jail. Benton, who died in custody in 2004, was awaiting trial on two murder charges.[4]
According to the indictment, Deputy Sheriff John E. Gray applied a choke-hold that caused Benton's death. Sheriff Telb was charged with making false statements to federal investigators and attempting to cover-up a crime.[4]
The three other correctional officers were charged with deprivation of rights while acting in their official capacity, along with falsifying documents.[4]
In December of 2010, Sheriff Telb was found not guilty on all charges, along with another co-defendant. Two others, John E. Gray and Sheriff's Deputy Jay Schmeltz were found guilty of falsifying documents, and Gray was additionally guilty of a civil rights violation for not getting Benton medical help after the sleeper hold was applied.[5]
