A native ofMobile, Alabama, Cooper earned his B.A. from Yale University in 1988 and hisJ.D. from Stanford Law School in 1993.[1]

On August 1, 2013, PresidentBarack Obama nominated Cooper to theUnited States District Court for the District of Columbia to a seat vacated by JudgeRoyce Lamberth.[2] Obama commented on Cooper's and others' nominations, stating:

Cooper was ratedMajority Well Qualified, Minority Qualified by theAmerican Bar Association.[5]
Hearings on Cooper's nomination were held before theSenate Judiciary Committee on November 6, 2013. Cooper's nomination was returned to President Obama at thesine die adjournment of the113th United States Congress. Obama resubmitted Cooper's nomination on January 6, 2014, and his nomination was reported by U.S. Sen.Patrick Leahy (D-Vt.), without hearings, on January 16, 2014. Cooper was confirmed on a recorded 100-0 vote of theU.S. Senate on March 26, 2014, and he received his commission two days later.[1][6][7]
