Chip Neiman (Republican Party) is a member of theWyoming House of Representatives, representingDistrict 1. He assumed office on January 4, 2021. His current term ends on January 4, 2027.

House Republicans elected Neiman statespeaker of the House on November 23, 2024.[1]

Neiman was born inBelle Fourche, South Dakota. He received a diploma from Hulett High School in 1985. Neiman was a rancher and small business owner.[2]

Neiman was elected to the state House in 2020. Before becoming House speaker, Neiman was the Housemajority floor leader from 2023 to 2024.[2]

Neiman was part of the Wyoming Freedom Caucus as of September 2025. The caucus' PAC described the caucus as a group of Republicans that champion "values such as smaller government, strong family values, and the protection of individual freedoms and liberties as outlined in the U.S. and Wyoming constitutions."[3] According to theCowboy State Daily's Leo Wolfson, moderate House Republicans described the Freedom Caucus as "too far right. Conversely, members of the Freedom Caucus have said these more centrist Republicans ... [are] ... 'liberals' and couch them as adversaries who side with Democrats."[4] The caucus supported legislation to lower taxes, eliminate gun-free zones, ban abortions, and ensure the state has closed primaries.[5][6][7][8]

Following the2024 election, the Freedom Caucus won a majority in the state House (34 of 62 seats).[9] Heading into the 2025 legislative session, Neiman said, "I'm trying for everything I'm worth right now to try to build bridges with some of the more moderate members of the House to see if we [Freedom Caucus] can create a veto-proof majority in the Wyoming House of Representatives, which we have not had."[10] In July 2025, theWyomingTribuneEagle highlighted several priority bills passed by the Freedom Caucus in the legislative session, including: requiring proof of citizenship and residency before voting, invalidating licenses issued by other states provided to individuals residing in the country without legal permission, and eliminating the requirement for parents to receive permission from a district to homeschool children.[11]

Scorecards

See also:State legislative scorecards andState legislative scorecards in Wyoming

Ascorecard evaluates a legislator’s voting record. Its purpose is to inform voters about the legislator’s political positions. Because scorecards have varying purposes and methodologies, each report should be considered on its own merits. For example, an advocacy group’s scorecard may assess a legislator’s voting record on one issue while a state newspaper’s scorecard may evaluate the voting record in its entirety.

Ballotpedia is in the process of developing an encyclopedic list of published scorecards. Some states have a limited number of available scorecards or scorecards produced only by select groups. It is Ballotpedia’s goal to incorporate all available scorecards regardless of ideology or number.
