Carroll Clark Hincks (1889-1964) was afederal judge on theUnited States Court of Appeals for the 2nd Circuit and theUnited States District Court for the District of Connecticut. He joined the court in 1954 after an appointment fromDwight Eisenhower. He joined theDistrict of Connecticut in 1931 after an appointment from Herbert Hoover. He served as chief of the district court from 1948 - 1953. At the time of his appointment, he was a private practice attorney in Connecticut. He assumed senior status on May 15, 1959 and served until his death on September 30, 1964.[1]

Hincks served in the United States Army from 1917-1919 as a Captain in a Field Artillery division.[1]

Judicial nominations and appointments

Second Circuit

Hincks received arecess appointment from PresidentDwight Eisenhower on October 3, 1953 to replaceThomas Walter Swan. On January 11, 1954, he was officially nominated. He was confirmed by the Senate onFebruary 9th of that year, and received commission that same day. Hincks assumedsenior status onMay 15, 1959 and continued to serve in this capacity until his death onSeptember 30, 1964.[1] He was succeeded to his post byJohn Joseph Smith.

District of Connecticut

Judge Hincks was previously a federal judge on theUnited States District Court for the District of Connecticut. He was nominated by PresidentHerbert Hoover on December 15, 1930 to replaceWarren Booth Burrows. He was confirmed by the Senate on January 13, 1931 and received commission onJanuary 24th. From 1948 to 1953, he was the chief judge. He left this position onDecember 7, 1953, when he was appointed to the Second Circuit.[1] Hincks was succeeded in this position byRobert Palmer Anderson.
