TheAtlantic State Marine Fisheries compact is aninterstate compact among the 15 Atlantic coast states:Connecticut,Delaware,Florida,Georgia,Maine,Maryland,Massachusetts,New Hampshire,New Jersey,New York,North Carolina,Pennsylvania,Rhode Island,South Carolina andVirginia. The compact also hascongressional consent.^[1][2]

History

The earliest version of the compact was ratified by the 15 states and approved byCongress in 1942 for "the purpose of protecting and managing marine fisheries within the states' jurisdiction."^[1][3]

Governance

The compact created the Atlantic State Marine Fisheries Commission. Each member state is represented by three commissioners: the director of the state's marine fisheries management agency, a state legislator, and an individual appointed by the governor. Each state receives one vote in the commission. Commissioners balance the needs of their states in four main areas:^[3]

• interstate fisheries management
• fisheries science
• habitat conservation
• law enforcement

The legislature of each member state passes the laws with certain modifications, but the core of the legislation remains the same.
