Angel Roeser earned a high school diploma from Lincoln High School and a bachelor's degree from Kansas State University in 2024. Her career experience includes working in banking and business development. Angel’s story is one of perseverance and the overcoming of adversity. Born to immigrant parents who divorced when she was three, traveling across the country, experiencing extreme neglect and being placed in foster care, and then fostering through and out of the system and into adulthood, Angel ended up in Manhattan, Kansas as a mere statistic of the few foster children who age out of foster care and adapt into society. At age 14, Angel represented Lincoln Public Schools and the Nebraska School Board Association in Washington D.C. to lobby for the passage of Every Student Succeeds Act (ESSA). Angel completed her. B.S. in Human Development and Family Sciences with a focus in Personal Financial Planning at Kansas State University. She dedicated herself to serving Manhattan by working with the Center of Engagement and Community Development, as a Boys and Girls Club instructor during the COVID-19 pandemic, and then in retail banking full-time while remaining a full-time university student. She also supports the Kaw Valley Rodeo Association, the Little Apple Duck Dash Committee, the Manhattan Area Chamber of Commerce serving as a pillar chair for HYPE, and is an active Big with Big Brother Big Sisters. She is a business development strategist and her husband, Joshua, completed his degree at Wichita State University as an ROTC cadet and currently serves the Kansas Army National Guard. Angel and Joshua were married in April 2024 and made their home in Manhattan, Kansas.
  • Angel Roeser is both a Kansan and Republican. She has worked hard to serve Kansas families and seniors as a local banker, volunteer, and civic advocate and will continue working hard as your Representative in the Kansas Legislature.
  • Manhattan is the first place I have ever lived that feels like home. I will work hard to make it an even better place to live, work and raise a family.
  • It is important to me that Manhattan earns a seat at the table in Topeka. I will work hard to fight for that seat and be an accurate reflection of what it means to be Kansan and a proud Manhattan citizen.

I think the mark of every good leader is to be a good listener and right now I'm doing a lot of listening to the people in our community about what their priorities are.
Foster care.

I was born in Sacramento, California to parents that immigrated from Vietnam to the United States. When I was three years old, my birth parents separated. My biological mother retained full custody of myself and my older sister, Jamie, for the next two years. On her own, my mother began to move us around the country, staying with friends while battling debilitating illness. My mother spoke little English and was challenged to provide us with the care we needed. At the age of five, I had not yet been potty-trained, did not know how to brush my teeth, or how to bathe on my own. Both my sister and I suffered from severe malnourishment and lice infections that kept them out of school. I had not yet learned how to speak fluent English and fell behind in school rapidly. Family friends in Lincoln, NE recognized the hardship we were living through and at age six, I was placed in foster care alongside my sister, in separate homes.

For the next five years, I was passed around to countless foster homes. In November 2011, I was finally able to be placed under permanent guardianship with the Buresh family who committed to being my sister and I's permanent foster home until we reached legal adulthood. While never legally adopted, I continue to call the Bureshes my family. With their love and support, I was able to grow personally and academically.
Financial transparency is, of course, a high priority. Manhattan, like all communities, has unique needs, problems and priorities. Ensuring decisions are made at the local level will help us address issues the most efficiently and effectively and uphold our standards of government accountability.
