City government

The city of Albany utilizes a strong mayor and city council system. In this form of municipal government, the city council serves as the city's primary legislative body and the mayor serves as the city's chief executive.[1]

Mayor

The mayor is the city's chief executive. The responsibilities of the mayor include proposing a budget, signing legislation into law, appointing all boards, authorities and commissions, and overseeing the city's day-to-day operations. The mayor also possesses veto powers and represents the city on the state, national, and international levels.[2]

The current Mayor of Albany isDorcey Applyrs (D). Applyrs assumed office in 2026.

City council

The Albany Common Council is the city's primary legislative body. It is responsible for adopting the city budget, approving mayoral appointees, levying taxes, and making or amending city laws, policies, and ordinances.[3]

The common council is made up of 16 members. While the president is elected at large, the other 15 members are elected by the city's 15 districts.[3]

Albany has aDemocratic mayor. As of February 2026, the mayors of 33 state capitals are affiliated with the Democratic Party, seven are Republicans, two are independents, and two are nonpartisan. The partisan affiliation of six state capital mayors is unknown. While most mayoral elections in state capital cities are nonpartisan, most officeholders are affiliated with a political party.

Budget

The city's budget process operates on a fiscal year cycle from January 1 to December 31. The mayor is responsible for presenting the budget to the common council on or before October 1. The common council holds public hearings to allow for public input in the budget process on or before October 31. The common council must approve the budget by November 30.[4][5]
