Norris was nominated to theUnited States Court of Appeals for the 6th Circuit by PresidentRonald Reagan on April 22, 1986, to a seat vacated by JudgeLeroy Contie. Hearings on Norris' nomination were held before theUnited States Senate Committee on the Judiciary on May 14, 1986, and his nomination was reported by U.S. Sen. Strom Thurmond (R-S.C.) on June 5, 1986. Norris was confirmed on a voice vote of theU.S. Senate on June 6, 1986, and he received his commission on July 1, 1986. Norris assumedsenior status on July 1, 2001.^[1][2] He was succeeded in this position by JudgeDeborah Cook.
