TheAlabama State Lottery Amendment, also known asAmendment 1, was on theOctober 12, 1999, election ballot inAlabama as alegislatively referred constitutional amendment. It wasdefeated. This measure proposed to create a state lottery and to earmark the resulting revenue for use in education.[1]
