  No. While our services are designed to work together, you may use any Azure DevOps service individually.

• Can I access the other services of Azure DevOps if I already signed up for Azure Pipelines or Azure Artifacts?
  Yes. When you create an account for Azure Pipelines or Azure Artifacts, you’re automatically assigned a Basic license for Azure DevOps and you may access the other Azure DevOps services for your organization.
• Can I invite other people to my organization if I signed up for Azure Pipelines or Azure Artifacts?
  Yes, you may add unlimited users to your organizations, and they’ll get access to Azure Pipelines or Azure Artifacts at no extra charge. If you decide later to enable other Azure DevOps services, such as Azure Repos or Azure Boards, the first five users in the organization get a Basic license for free (with full access to Azure Repos and Azure Boards). Subsequent users are assigned to the Stakeholder tier by default; buy Basic licenses to give those users access to Azure Repos and Azure Boards. Access to Azure Pipelines and Azure Artifacts is available to all users, including Stakeholders.
• How do the free minutes for CI/CD work?

  Each Azure DevOps organization gets one parallel job with 1,800 minutes (30 hours) of build time every month using Microsoft-hosted agents. If you need more time or would like to run more than one job at a time, simply buy the number of pipelines you need. When you buy your first Microsoft-hosted pipeline, the number of parallel jobs in the organization remains at one; this purchase removes only the time limit on the free pipeline. To run two jobs concurrently, buy two Microsoft-hosted pipelines.

  Additionally, each Azure DevOps organization gets one free self-hosted agent that can be used to run one parallel job with unlimited minutes. If you need to run more parallel jobs, simply buy more self-hosted pipelines.

• When do I get charged?
  All charges appear on your next monthly invoice. Charges are based on the number of users and build and deployment agents you purchased during the month, plus the actual usage of other services that were used. The free amounts of build and cloud-based load testing reset on the first day of the month.
• What if I add a user in the middle of the month?
  Azure DevOps licenses assigned to or removed from users in the middle of a billing cycle are pro-rated for the days they were in use. When you give a user paid access for a few weeks, or even a few days, you pay only for the time they're assigned the paid access, rather than a full month.
• How will I be billed?
  You’ll be charged daily based on the number of users assigned, the number of build and deployment agents you purchased, and your actual usage of other services. The free build and cloud-based load testing reset on the first day of each month.
