We send to you the complaint of one of the brothers concerning the story of the negligence of some of the doctors towards emergency cases for brothers wounded in the battles, which led to the death of some of the brothers. A verification committee was formed and the result was that there has been great negligence by Dr. Muhammad Abdullah and Dr. Khalid Salam towards the emergency cases. Are we to allow these doctors to play around with the lives of our brothers and stir up fitna in the ranks of the mujahideen?

And we inform you that Dr. Muhammad Abdullah is untrustworthy and has been rebuked with around 600 lashes and has been fined for his repeated violations.

In the name of God, the Compassionate, the Merciful

Date: 11 Dhu al-Q'ida 1438 AH

Praise be to God the Great and Almighty who says: "And when you meet the disbelievers, strike their necks until you have inflicted slaughter upon them, then either confer favour on them or ransom them until the war lays down its burdens. That is so and had God willed, He would have taken vengeance upon them himself, but [He has done otherwise] in order to test some of you with others. And those who have been killed in the path of God, He will never let their deeds go to waste." God Almighty has spoken the truth.

As for what follows:

God Almighty has made the Ummah of Muhammad (SAWS) mighty through jihad in the path of God- Almighty and Exalted is He. And He opened for it a door from which many of the nations before it had been forbidden. If the Ummah of Islam abandons jihad, God- Exalted is He- will lower it. Let every mujahid know that fate is determined and the provision is divided, and that what is in error does not afflict, and that every life tastes death, and that paradise is under the shade of swords, and that the greatest drink is in drinking the cups of death. And here we are in these days in which the nations of kufr and error have gathered against us and the gatherings of the disbelievers, apostates and insane have mobilized in a third world war to occupy the state of Tawheed or to extinguish the burning log of the light of jihad and thus stop its force. They will never be able to do so by God Almighty's permission.

So just as lions of Tawheed and the guardians of the doctrine who hold the embers have bled the armies of the Crusader alliance and inflicted wounds on them, and caused them losses to the point they have deluded themselves into thinking they have won, so we will not let them wage war on us with our weapons just as we have waged war on them with their weapons. So we will not bleed the storage and treasure of the Ummah from the mujahideen, and the mujahideen must remain as far as possible in positions of power, and they must not be lured into losing battles and ambushes of the enemy or be easy prey for the aircraft of the Crusader coalition. They also must not carry out commando raids unless they can inflict slaughter on them and drive them back. Otherwise, ribat is the priority. SAWS said: "Ribat of a day in the path of God is better than this world and what is on it"- authentic hadith. And they should not accept to do such raids except to realize a victory and take spoils. And martyrdom is not the end-goal for the mujahid, but rather his goal is to make the word of God highest and apply the program of His Prophet. As for Paradise, its door is open and not closed. As for Dawlat al-Islam, it is remaining, and we will continue waging jihad against the enemies of the religion, caring not for killing, imprisonment or being broken or amputated. Let us remain a spearhead in the hearts of the disbelievers and apostates. By our contingent, let us wage struggle against them in their masses. By our endurance, let us make their life loathsome. For God is our Lord and they have no lord, and the outcome is for those who fear God.

And God is the guarantor of success and the One who guides to the straight path.
And praise be to God the Lord of the Worlds.

Advice and warning...we warn you and remind you of the danger of giving refuge to spies and protecting them in your religion, your world and your Hereafter, for giving refuge is the highest degree of giving support. The Almighty has said: "And those who have given refuge and support- they are awliya' of each other." Indeed supporting spies is apostasy from the religion, disgrace in this world and a curse in the Hereafter. Imam Muslim narrated in his transmission that the Prophet (SAWS) said: "May God curse the one who curses his father, and may God curse the one sacrifices to one besides God, and may God curse the one who gives refuge to an offender, and may God curse the one who changes boundary markers on the earth." And the meaning of giving refuge to an offender is giving refuge to a criminal...We will target the spies wherever they have been protected so we warn you from giving refuge to them and supporting them, for they are legitimate targets for us...and we warn you against protecting them, so do not let them enter your homes, ride your cars or eat your food. Indeed we warn you against helping them even in word: so realize loyalty to the believers and disavowal of the disbelievers. We warn you against disrupting the path of the mujahideen or obstructing them. We warn you against getting engrossed in matters of honour of the mujahideen, and we warn you against describing the mujahideen as partisan takfiris, cursing them or describing them inappropriately. So fear God and save yourselves from the punishment of God...and God is our reliance and He suffices as a guardian.

3. The second party does not bear responsibility for the price of the fuel in the event of exposure to bombing.

4. The second party bears responsibility for the price of the fuel in the event that it is affected by traffic incidents.

5. In the event of theft or tampering with the type or quantity of the intended fuel, the criminal will be referred to the relevant personnel to receive the punishment of deterrence.

6. The second party bears responsibility for paying guarantees of $100,000 only that will be restored to him after the conclusion of the contract.

7. In the event of delay in preparing the numbered quantity above and the second party is the cause of the delay, he will be referred to the relevant personnel to obtain just punishment.

Conciliation

a) Militarily:

1. Immediate ceasefire by the two sides until negotiations end.

2. The ceasefire lasts for a month subject to extension beginning from 10 Rabi' al-Awal 1439 AH corresponding to 28 November 2017 CE and ends on 10 Rabi' al-Thani 1439 AH corresponding to 28 December 2017 CE.

3. Defining the secure geographic boundaries for the two sides.

4. No obstruction of the soldiers of the Islamic State during the carrying out of military operations against parties outside the agreement.

5. Ceasing all military operations against the Islamic State including aircraft and drone operations.

6. The Islamic State is obliged to cease military operations against the party of the agreement.

7. The Islamic State is obliged to stop security operations for the duration of the agreement in the direct conflict zones in Wilayat al-Baraka.

8. Putting in place a military coordinator from each of the two sides to resolve any problems concerning the agreement with a hotline between them

9. Resolving unintended problems of opening fire on the frontlines of ribat and informing the other side and the other side that committed the error is obliged to justify the matter quickly.

10. Putting in place a military coordinator from each of the two sides to inform of any mobilization of convoys on the neighbouring lines to the frontlines and inform of their direction and the purpose of mobilization if it is near the fronts of either of the two sides and that is to ensure we coordinate and eliminate any misunderstanding to guarantee the stability of the frontlines

b) Politically:

1. Whoever of the soldiers of the Islamic State has been taken prisoner among you before this agreement is not to be handed over to any side, and negotiations over his affairs is to be done with the Islamic State exclusively.

2. Working on the issue of prisoners with the specified personnel of each of the two sides.

3. Defining the areas and sides affected by the agreement.

4. No obstructing of arrivals to the lands of the Islamic State from muhajireen and ansar.

5. Registering any violation on the fronts and consulting the personnel concerned with that.

6. Resolving problems that happen at the crossings between the two sides directly.

c) Economically:

1. Opening business crossings from and to the Islamic State and not blocking any product from entering and leaving by each of the two sides.

2. Preserving the oil fields that remain under Islamic State authority.

3. Securing the soldiers of the Islamic State departing for treatment.

Note: the ceasefire ends at the end of the agreed period or if one of the two sides annuls the conditions of the ceasefire, and the Islamic State does not annul pacts and works to preserve compliance and is not responsible for the conduct of any of its supporters or those loyal to it from non-soldiers.

And God is the guarantor of all that is good and is the one who guides to the straight path.

On 9 Rajab 1438 AH, on the day of the brothers' raid against the enemies of God, the 12.5 mm mounted gun was lost. It had been placed on armoured car no. 151 and handed to the second front under the command of the brother Abu A'isha Salam. It was handed to the field brother Abu Hamam, and after that the following brothers rode in the vehicle:

And they took it in an adhari car [adhari: Iraqi dialect word for a Toyota pick-up truck] to ?????

Praise be to God, whom we praise and whose help we seek, and whose forgiveness we seek. And we seek refuge in God from the evils of ourselves, and the offences of our deeds. The one whom God guides, there is nothing to mislead him. And the one who goes astray, there is no guide for him. And I bear witness that there is no deity but God alone with no partner for Him. And I bear witness that Muhammad is His Servant and Messenger. May God's blessings and salutations be in abundance upon him, his family and companions until the Day of Judgement. As for what follows:

God Almighty has said: "Those whom We have enabled in the land have established prayers, given zakat, and commanded what is right and forbidden what is wrong. And to God is the outcome of matters"- al-Hajj 41.

God has blessed us in Wilayat Dimashq with spreading the authority of the Islamic Caliphate in the Badiyat al-Suwayda' area, and we have attained tamkin and influence in it, forming for us an army of great number undermining the fortresses of the kuffar, and crushing them by God Almighty's permission. And as we know of the Shari'i obligation that our Lord the Exalted and Almighty has obliged upon us, from establishing His religion and implementing the rule of His Shari'a in the land, we announce with the advent of the blessed Eid al-Fitr of 1439 AH that theBadiyat al-Suwayda' is considered an abode of Islam and tamkin, in which God's law is established, right is commanded, wrong is forbidden, and God Almighty's hudud are implemented.

Ruling on Yezidis

Question:

Is the Yezidi sect in Iraq original disbelievers or apostates?

Answer:

The Yezidis are original disbelievers, not from the people of the Book, and they don't have the doubt a book [i.e. that would establish they are people of the Book], but rather they are idolaters.

And as for what some of the contemporary studies have claimed in saying that they are of Islamic origin, this has not been proven through reliable authority.

And even supposing that was proven- for the sake of argument- they have nonetheless turned from apostasy and heresy to idolatry, and the predominant opinion among the Ahl al-'Ilm is that whoso moves from a lower religion to a higher religion is established on that transformation.

And the Yezidis differ from the Rafidites- for example- because the Rafidites claim affiliation with Islam and profess its pact, even as they commit a number of its nullifiers, and so they are apostates. As for the Yezidis, they do not claim affiliation with Islam originally, and they do not profess its pact, but rather they claim they are an old religion.

And even as the Yezidis have some of the rituals that are similar to the rituals of the Muslims, this is a matter that does not affect the ruling upon them, as many of the paths and creeds- whether heavenly or earthly in origin- have rituals that are similar to the rituals of the Muslims, but that has not made us characterize them as apostasy.

Therefore, we consider that the rulings of the original disbelievers made clear in their sagacity from the books of jurisprudence apply to this idolatrous sect. And God knows best.

a) Covering the back and front camera.

To increase the hearing and obedience in enthusiasm and compulsion in what the Legislator has permitted, the Shari'i undertakes the following assignments:

. Taking allegiance pledges: the Shari'i takes the allegiance pledges from those who desire to give allegiance, representing in that the Caliph before the one giving allegiance.

. Friday sermons: the Shari'i prepares and gives the Friday sermon by commission from the amir of the emirate.

. Lessons of the mosques: the Shari'i gives lessons in the mosques by commission from the amir of the emirate.

. Receiving repenters: the Shari'i receives the repenters and illustrates the type of apostasy the repenter committed as well as the rights and obligations entailed in his repentance.

. Fatwa: the Shari'i- unobliged- can give the fatwa in accordance with the Book and Sunna while being aware of the greatness of the responsibility of the fatwa as it is conveying the ruling of God the Exalted and Almighty on the issue on which the fatwa is sought.

In addition to the preceding, the Shari'i pledges to avoid ijtihad on matters of the emirate except by permission from the amir of the emirate or in critical urgent cases in which contact with the amir can be excused.

NB: This document, clearly a photocopy and with an unclear date marking, seems to date from some time between February 2015 (when Islamic State captured Nofaliya) and May 2015. I welcome suggestions as to the date. One guess I could venture is 26 Rabi' al-Thani 1436 AH (c. 16 February 2015, shortly after Islamic State captured Nofaliya). The concept of Islamic State 'emirates' in Libyan localities is attested elsewhere (cf. Specimen 13L).

Regulations on possession of young sabaya aged 1-12.

1. Not to be sold except through the Islamic court in the wilaya exclusively and by supervision of the court judge.
2. Recordings of the possession (the possession of the right hand) are to be made in the Islamic court.
3. These sabaya are only to be sold to the vouched for veteran brothers by the Islamic court.
4. The buyer must take her (the sabiya) to his house and family for the purpose of correct Islamic upbringing.
5. It is not allowed to sell her before she reaches the age of menstruation and after that he has the right to keep ownership of her, sell her or give her as a gift.
6. The buyer must write a pledge over the preceding and the the one who violates will be exposed to reprimand punishment (confiscation of the sabiya).

Prices of the sabaya according to their ages:

1. 1-5 years old: $500
2. 6-10 years old: $1000
3. 11-12 years old: $1500

This is a report on what concerns the civilian and military state for the daily activities of the Diwan al-Masajid of the Shirqat area.

. Number of lectures, activities and sermons in total: 201 activities
. Number of civilian activities in the mosques and tribal and youth meetings: 130.
. Number of military activities in the frontlines, camps and checkpoints: 71.
. Number of sermons on Friday for all working members: 43.
. One of the members of the Diwan al-Da'wa wa al-Masajid participated in the Baiji battles, which led to his being wounded in aircraft bombing in the al-Maliha area.
. We opened the Imam al-Shafi'i institute to prepare imams and preachers and we have received until now around 70 students.
. Opening the institute was not an easy task as it cost us much time and effort, and all members of the Diwan al-Masajid were busy with continual work to prepare it.
. Likewise the Diwan Bayt al-Mal entrusted a group of members of Diwan al-Masajid in registering shares of the poor, the wayfarer and the orphans. And the Diwan al-Masajid has had the prominent role in organizing and administering matters.
. The general level for activities of lectures for this month has been reduced because of preoccupation with preparing the imams and preachers institute and likewise because of preoccupation with the shares of the orphans, poor and wayfarer. And we pledge by God's permission that the recompense will be double in the blessed month of Ramadan.
