BRT という言葉は、通常バス専用道路を走り、渋滞に巻き込まれたりしない、電車とバスの中間形態のような交通システムを指す。線路を引かなければいけない電車ほど初期投資は必要ではないし、専用道を走るので定時制という点でバスに対して大きな利点がある。
ところで、東京BRTというものがあり、これは現状晴海のタワマンエリアと新橋を結んでいる。将来的には豊洲やビッグサイト方面にも運行を延伸する計画とのこと。だがhttps://tokyo-brt.co.jp/about/ を見ていただければわかるが、専用道を建設するつもりはないという。
ここで↑に挙げた引用を改めてみてほしいのだが、辞書的には「道路上に専用軌道を設け」ることが「Typically」であるという。一方で国土交通省の定義では「連節バス」の使用がBRTを名乗る条件であるかのように名乗っていて、ずいぶん設備投資の要件が後退している。またこの定義に則ったところで実際の東京BRTは連節バスの運行は限定的で、ほとんどの便が通常のバスで運行されている。
これではどのような意味においても、都が京成バスを下請けにしてただの新しい都営バスを作った、という話でしかなくて、これを「BRT」と名乗るのは、夜郎自大でしかないのではないか。もっとわかりやすく言えばたんに嘘つきだ。
僕はこの種の嘘が日本 COVID-19 騒ぎの本質のひとつではないかと思っている。「行政や政治が嘘つきだから感染拡大を防げなかった」と言いたいわけではない。韓国やヨーロッパでも日本と同時に第三波の感染拡大が起きており、先進国で日本だけがこれを防ぐことができたと考えるのは寝言にすぎない。
そうではなくて、「私権の強力な制限が必要なレベルの医療崩壊」が叫ばれていることが問題だ。イギリスでは連日 5 万人台の感染者が報告されているし、ドイツも 2 万人レベルの感染者が報告されている。一方で日本では感染者が 4000 人を越えたあたりで「すでに東京や大阪では医療崩壊が起きている」などと言われている。これはようするに「日本の医療はイギリスの 1/10 、ドイツの 1/5 の水準しか能力がない」ということを示している。「COVID-19 にかかわっていない医療機関などもあり資源を最適配置すればまだまだ余裕はある」などという言い訳を菅総理などは用意しているようだが、そういう配置システムまで含めて医療の能力であって、「日本の医療はイギリスの 1/10 の能力」というのは、確定判決だ。
結局これは「BRT」ではないものを「BRT」と呼んでいたように「医療」ではないものを「医療」と呼んでいたということではないのか。「病院と病床」はあったはずなのに、実際にはそれはイギリスの 1/10 の能力しかなかった、ということが明らかになったのだから、一体どういう嘘をついていたのか、今検証しなければいけないと思う。
