A week after Democrats’ election loss, accusations have flown in every direction within their Party. Some faultPresidentJoe Biden for an egoistic refusal todropout of therace earlier. Someblame the Harris campaign for failing to servekey demographics and communicate a clearvision for the country. And someblameAmericans, claiming that racism and sexism drove voters towardTrump.

These factors certainly exist, but we’remissing a largerpiece of the picture.

Over thesummer, I traveled to 46states in the U.S., creating aYouTube series highlighting slices oflife across the country. In conversations from my nearly three-monthroad trip, I spoke with Republicanswho were certain that inflationis entirely Biden’s fault and Democratswho, despite their frustrations with corporate profits and desires foruniversal healthcare, hoped for amore moderate candidate. From supporters ofall candidates, I heard a shockingamount of misinformation.

After combing through hundreds of hours ofinterview footage fromswingstateTrump voters, Iam certain that,as muchas other factors influenced theoutcome of the election, our crumbling media landscape — whichhas caused arift in our democracy —ismost toblame.

In the postwar period,newswas dominatedby threemain channels, and because ofthe FairnessDoctrine, eachstation reported the same stories and covered multiple sides of eachissue.Viewers picked which channels they watchedmainly basedon their preferences fornewsanchors’ personalities. Of course, thismodel hadits problems, but,at the end of the day,it meant thatAmericans worked with a sharedset of facts.

A sharedset of factsis notthe world welive intoday.

Throughout myinterviews, conspiracy theories were rampant, andonat leastfive separate occasions across separatestates, Iwas told that Bill Gates tampers with ourfood, adding plastic to our fruits and vegetables tomakehis medical investmentsmore profitable.

In conversations with voters, neither side seemed able tonamemany specific policyissues they cared about; everyone just seemed to repeat the words of theirfavorite pundits,podcast hosts, andinternet personalities.

Although this behavioris harmful, Idon’tblame everydayAmericans.Blame fallson the media thathas ostracized, disillusioned, and misinformed them.

I firstsaw this trend withlow-wage workers in West Virginia,who — despitefalling inflationrates — have seen stagnated salaries and clear increases infood costs. ChannelslikeFoxNews bred anger and resentment formany of them.

TakeJuly of thissummer, for example, when for the firsttime inhis presidency, prices actually fell under the Biden administration. Traditional media establishments rushed tocelebrate thisvictory, withone article fromCNN declaring, “The White House can finallycrossout ‘inflation’onits list ofpresidential liabilities.” However,outside these bubbles, I observedmanyAmericans held a differentview.

In lateJuly, Iwas welcomedat a massive familyreunion in Tylertown, Mississippi, whereoneTrump voter — a middle-aged, Black, familyman, pastor, andsoulfood enthusiast —made this clear.

“When Igo in the grocery stores, and Igotta spend mylast toget groceries,you mean totell me I’m notgonnalook and seewho’sgonna vote to help me? I voted forTrump and I’d vote forhimagain, because he put money in ourpocket,” he told me.

In their coverage,mainstreamnews organizations obsessover the Federal Reserve’snextrate cuts while failing toconnect with people concernedwith theirnext meals.With titleslike “Vance:YoungAmericans ‘Are Becoming Paupers’ Due To Inflation, High Housing Costs,” siteslike The DailyWire had their fingerson the pulse ofAmerican sentiment, welcoming new readership from thosewhofelt neglectedby traditional media.

This problemwas not just confined to the economy. While Biden’s mentalstatewas deteriorating,liberal mediaoutlets seemed to under-cover these stories, shelteringhim from scrutiny ofhis declining capabilities, until theinfamouspresidential debate.

Formerly trusted networksslowlymade themselves indigestible to the polarizedAmerican public, and in 2024, for the third year in a row, a Gallup pollfound thatmoreAmericans indicated having “no trust” in the media than thosewho trustit a “great deal/fairamount”.

So wheredoes the averageAmerican turn when thenation’s media cannot be trusted? Formany people,itwasYouTubetalk shows,Newsmax, andpodcasters suchasJoe Rogan.

While Democrats seek toblame various internal factors for this election’s loss, I cannot help but think ofJoe Rogan’sTrump endorsement, themany blind lies I heard from ordinary citizens across the country, and declining trust inAmerican journalism.

AsHarvard students and members of highereducation institutions, we have a part to play in the problem.AtHarvard’s Institute ofPolitics, thosewho denied the 2020 election results have been precluded from speakingat theJFKJr. Forum. While thegoalis understandable,it shields students from understanding theAmericanviewpoints they represent.

Thereis adifferencebetween platforming intentional andmanipulative misinformation and listening to and learning about where people are and what theybelieve.

As a pipeline tomainstream media,Harvard, andits future journalists, have to consider the audience they lose when theystay inside of their bubble and ignore theissues of everydayAmericans.

The disappearance of factual importance in our worldis alarming and dangerous, but if we,asaspiring journalists, politicians, andengaged citizens, want to betaken seriously in communicatingTrump’s threat to democracy, inflationary tariff policies, and soon, we oweAmerican voters that seriousness, too.

■2位とはなんだったのか

2009年11月のいわいる事業仕分けから、もう13年も経った。「2位じゃダメなんですか？」の質問の発言で非常に曰く付きとなったアレだ。

ところが最近、13年も経ってまだなおナゼ「2位」という言葉が出てきたかが理解できてない人がかなりいる事を知った。それどころか、スーパーコンピュータの京は、事業仕分け時点で世界一になることが明白だったなどという認識まで飛び出す始末である。

ただ、資料もなしにどこが変だと言っても仕方あるまい。何がどうして「2位」なのか、少し語ろうじゃないか。

アーキテクチャ

初期の次世代スーパーコンピュータ (この時点では名前が付いていなかったが、以下わかりやすく京と呼ぶ)計画 は、補助金を投入してのHPC産業育成に目を向けられていた[1]。世界一の性能を出していた海洋研究開発機構の地球シミュレータが、NECのSXシリーズをベースにしたベクトル型であり、ベクトル型のスーパーコンピュータは日本のお家芸とみなされていた。これを育成することが一つの目標。そして、立ち遅れていた当時の世界のスーパーコンピュータの潮流、スカラ型の開発に追いつくこと。これがもう一つの目標となった。結果、世界でも類を見ないベクトル型とスカラ型のハイブリットなどという中途半端な方式になる。実に日本的な玉虫色の決定と言えるだろう。しかし、補助金の注ぎ込みが不足し、事業者持ち出しの負担が大きくなってしまった。結果、事業費負担が高額になることを嫌い、NECと日立の撤退する[2]。これにより、世界の潮流通りのスカラ型とならざるをえなくなった。

CPUはというと、世界のスーパーコンピュータの潮流では当時から既に汎用のx86アーキテクチャのCPUが既に多くなってきていた中、富士通はSPARC64VIIIfxを採用した。よく国産CPUと表現されているが、SPARCの名で分かる通り、当然命令セットは米国Sun Microsystems (現Oracle) のセカンドソースであり、端から端まで国産というわけではない。更に、業務用UNIXをささえるマシンとして一世を風靡したSPARCではあるが、当時ですらもう下火となっていた。京の事業費の約半分、実に600億円が、この専用CPUに注ぎ込まれることになった。なぜその選択をしたのか。富士通のサイトには省電力と安定性が理由として書かれている[3]。しかし、その省電力という目標も、後述するように微妙な結果となってしまった。また、ソフトウェアの使いまわしも微妙となった。

目標性能

計画は2005年に始まる。世界でも類を見ないベクトル型とスカラ型のハイブリットという構成もあり、概念設計にはしっかり時間を費やした。2007年9月には性能目標は10P FLOPSと示した[4]。稼働開始は2010年、2012年に完成という工程も同時に示されている。直前の2007年6月のTOP500を見ると[5]、1位のIBM BlueGene/Lが370TFLOPS。5年後に30倍という性能を目指したことになる。当時の発表としては、世界一が取れるような計画だったが、しかし日進月歩の分野で5年は結果的に長かった。

さて、前述のように、ベクトル陣営は2009年5月に撤退を決めた。10P FLOPSの性能と決定した時には、ベクトル側も居たのに、そこがぽっかり空いた状態。10P FLOPSのあてはいつついたのだろうか？　2009年7月の報告書[6]では、スカラ単体で10P FLOPSを達成できること、ベクトル部は存在していても接続まわりの性能が不足していて問題があったことが表明されている。結果的に、なくなってよかったというトホホな内容だ。さて、同報告書では、稼働開始前の2011年6月に、ベンチマークだけでも10P FLOPSを達成してTOP500の1位を目指すと書いてある。どうしてこうなったのだろうか。

強すぎたライバルたち

遡ること半年の2009年2月3日、米国国家核安全保障局(NNSA)はIBMと新しいスーパーコンピュータSequoiaを展開すると発表した[7]。性能は20P FLOPS、京の予定性能の実に2倍を達成するという発表だ。しかも、提供開始は2011年～2012年。京の1年も前になる可能性があるという。

そう、双方が計画通りなら、京は2012年、提供を開始する時には既に2位になっているという話題が出ていたのだ。なるほど、あせって2011年にベンチマークだけでも「トップを取った」という実績を残したいわけである。

さて、その後のSequoiaはというと？

ある意味計画通りだろう、2012年に提供が開始され、2012年6月のTOP500[8]では予定通り20P FLOPSを叩き出し、1位になる。しかし、2012年11月のTOP500[9]では、Crayとオークリッジ国立研究所が作ったTitanが叩き出した27P FLOPSという数字ににあっさりと抜き去られ、2位になる。まるで幽遊白書のラストのような展開だ。しかも、SequoiaはIBMのPower系アーキテクチャで構築されたA2プロセッサだったのに対して、TitanはAMDOpteronとNVIDIA K20Xの組み合わせ。汎用性でも差を開けられている。これはお手上げというものだろう。

事業仕分け

さて、話は京に戻す。京が有名になったのは2009年11月13日の行政刷新会議、いわいる事業仕分けである（ここは参考文献は要るまい）。このときまで、そんな計画があることを知らなかった人の方が多かったのではないだろうか。どういうニュアンスで言ったかわからない、まるで日本を貶めているかのように聞こえる「2位じゃダメなんですか？」という言葉が非常にインパクトを与えたことだろう。

さて、じゃぁ何が2位なのか。だ。前述の通り、この時点ではIBMのSequoiaに追い抜かされることが見えていた。TitanはGPUの調達など細かい話が決まってきたのは2010年なので、この時点ではほとんど影がなかったはず。ということで、3位じゃなくて2位としたのは、Sequoiaを意識してのことだろう。つまり、「2位じゃダメなんですか？」というのは、1位を諦めて2位の性能で我慢するべきということではなく、客観的に見れば「2位になるのが見えているのだけど、何で1位と言ってるの？」という話になってくるのが見て取れる。蓮舫氏がそこを意識してたか知らんけど。

共同事業者が撤退し、一応強気に「大丈夫」と言ってはいるが、本当に達成できるかは周りからは疑問符が付くグダグダなプロジェクト状況、ほぼ専用設計で量産時にどういう問題が出るかわからないCPU、ソフトウェアも新規制作。税金の投入は中途半端で、産業を育成したいのか企業負担を増やしたいのかよくわからない（だから撤退する事業者が出る）。そもそもここで出来たスーパーコンピュータ、CPU抜きにしても売れるのか分からない。そりゃ、金田康正教授でなくても、京にはため息が出るというものだ。

達成できたこと、できなかったこと

さて、京は何を達成したのだろうか？　京は完成前ではあるもののベンチマークを実施し、見事11P FLOPSを叩き出し、2011年6月[10]と2011年11月[11]のTOP500でトップに躍り出る。この分野に日本ありと示した…かどうかはわからないが、一つの実績として言えるのは間違いない。いや、経緯のグダグダ感からして、見事なプロジェクト進行だったと称賛できる。しかし、前述の通り供用を開始した2012年9月[12]にはTOP500ではSequoiaに追い越されており、直後のTOP500ではTitanにも追い越されて3位となっていた。1位は、ベンチマークだけの存在だったと言える。

では目標の産業育成としてはどうだっただろうか。京をベースにしたスーパーコンピュータPRIMEHPC FX10[13]やFX100は、東大[14]、名大[15]、キヤノン[16]、九大[17]、信大[18]、JAXA[19]、核融合科学研究所[20]、気象庁気象研究所と、調べるだけでも国内実績は多くある。国外実績は、台湾中央気象局[21]、シンガポールナショナルスパコンセンター、豪州 NCI、英国HPCWalesと、それなりにある。ただどうだろう。産業としてうまくいったのだろうか。有価証券報告書を見ても、その他のセグメントに入ってしまっているため状況がつかめない[22]。謎ではある。とはいえもし、産業としてそれなりに育ったのならば、有価証券報告書で報告する事業セグメントとして独立したものを与えられてしかるべきだったのではなかろうか。少なくとも1000億も出したのだ。そのくらいではあってほしかった。更に言うなれば、特に競争の激しい国外市場をうまく取り込めたかというと、産業育成という視点では頑張ったとは思うものの心もとない結果だったように、少なくとも私には見える。

消費電力の面はどうだろうか。上述の通り、SPARCを使う理由には省電力が上げられていた。これをライバルのSequoia、Titanと比較してみよう。2012年11月のTOP500[9]で見ると、京は12.6MW消費するとある。Sequoiaは7.8MW、Titanは8.2MWだ。実はこの時の報告のあるスーパーコンピュータの中で、最大の電力消費量を誇っている。高いほうがいいのではなく、消費電力は低いほうがいいので、これはかなり問題がある。

費用面はどうだろうか。これもライバルと比較してみよう。京は日本円にして1120億円かかっている。対してSequoiaは2億5000万ドル[23]、Titanは9700万米ドル[24]だ。2012年11月で見るとドル円相場は82円なので、Sequoiaは約205億円、Titanは80億円となるだろうか。京のプロセッサ開発費を除いたとしても、数字が違いすぎるのだ。

纏めてみよう。京は、一時期でベンチマーク上だとしても、TOP500で1位を取った。これは「夢を与え」(平尾公彦氏)た結果だったろう。しかし、それは砂上の楼閣でもあった。しかしそれを実現するための費用は米国の5～10倍で、性能は実は半分、消費電力は1.5倍という結果になり、産業育成も盛り上がったかどうかは判然としない。こんなところだろうか。

さいごに

近年のスーパーコンピュータを含めたHPC分野はどうなっているだろうか。近年のクラウドコンピューティングの流れを当然HPC分野も受けており、主要プレイヤーとしてAWSの名前が挙がっている[25]。またレポートでは挙がっていないものの、Google Cloudも猛追しており、円周率の計算では1位を叩き出している[26]。必要な時に、必要な規模で構築できるクラウドコンピューティングの波は、さてHPC分野でどこまで浸透していくのだろうか。産業育成の方向が、2009年時点では確かにハードウェア開発だったろう。しかし、事業仕分けへの反発により、日本は方向性を間違ってしまったのではないか。私は、そんな気がしてならない。

■Pixelの録音アプリでヒトカラを文字起こししてみた

ホントはようつべに音声ごと上げたかったんだけど（録音アプリに文字起こしごと動画出力する機能がある）、カラオケ動画は著作権的にNGっぽいので、起こした文字だけをここに投稿して曲当てクイズにしてみようと思いました。

後半に行くほど難しいと思います。たぶん。

つまり、加盟希望国が加盟できるのは既加盟国の招聘により、その招聘は既加盟国の全員一致が原則。

だからロシアには緊張を高めるために国境を侵犯して紛争を起こし紛争国にしてしまうという手がある。

またロシアは各国の極右を手先にしていて彼等はプーチンロシアの利益と自国が孤立して得られる利益の為に動く。反国際主義だがロシアは別なのだな。仏の大統領選次位のルペンもこれに含まれる。更にルペンはNATO離脱派だ。

過去の中欧加盟では加盟には結構なプロセスを踏んでいて、希望国は根回し外交や平和維持軍への派兵等の域外活動に参加したりした上で全員一致の承認を得ている。

なのでロシアと対立状態にあるフィンランドの加盟は難航するしその間にロシアが何するか判らなくて危険。

だったら冒頭みたいな無茶しないと紛争に持ち込まれちゃうわけよ。

このアイデアだったらある日いきなりNATO軍が領内に居るから手を出せないし講和と同時に軍事同盟加盟は不自然じゃない。

フィンランド人の血が流れたらそれが原因で加盟も流れちゃうのだから無駄死にになってしまう。だからこのブリリアントなアイデアしかないのだ。

ま～でもロシアの歴史的に、多方面で利の無い戦争継続してたら内乱で皇帝が処刑される、臨時政府が打倒されるってのがパターンなのだが。動員せずに戦争じゃなくて特別軍事作戦と言ってるのもそのせいでしょ。

■ドイツ映画と黒ブルマー、日本と海外のブルマーフェチ

ドイツのブルマー映画

ある日のことである。以前のブルマーに関する調査に物足りないものを感じていた僕は、なんとはなしに「ドイツ　ブルマ」で画像検索した。すると、個人のブログで、戦後の西ドイツを舞台にした「橋」という映画にブルマーが映っているのが紹介されていた。1959年の映画であるが戦時中が舞台なので、これは明確に戦前にもショーツ型ブルマーが使われていたことを示しているようだ。Youtubeにも動画が上がっており22:48頃からブルマーの出てくるシーンが確認できる。

そんなことから、もうちょっとドイツのブルマー事情について調べたくなった。

ナチス時代の女子教育

自分が以前調べたナチスのブルマーとは、ドイツ女子同盟のものだ。

ウィキペディアによれば、ドイツ女子同盟は、もともとナチズムを信奉する少年の有志で構成されていたヒトラーユーゲントの下位組織として発足したものだが、ヒトラー政権の成立から3年後、全ての未成年男子がヒトラーユーゲントに編入されると、これに伴ってドイツ女子同盟も強制参加の団体へと変化した。

設立の理念は、ドイツの将来を担う「良妻賢母」の育成であり、軍人教育は施さなかった。よって、健康な子供を産むためにカリキュラムは家政学ではなく、体育の方に重点が置かれた。つまり、国によって「女らしさ」「母性」「健康」が強制されていたわけである。そのせいか、略称をもじった卑猥なジョークもあったらしい。

さて、そういうわけで、軍服のような制服のみならず体育教育に使う、こちらのように黒い短パンというか提灯ブルマー姿の女性を確認することができる。写真によっては、サイズがあっていないせいか、角度のせいか、ほとんどショーツ型ブルマーのようになっているものもある。

ちなみに、こちらのサイトによれば、ブルマーを卒業すると白いワンピースになったそうである。また、色は黒であると言及されている。

しかし、写真を見る限りでは、冒頭の映画ほどハイレグではない。これは地域によってブルマーの規格に差があったのか、それとも監督の趣味だったのか、よくわからない。1930年代のTheWoman’sLeague of Health and Beauty（英国の健康増進団体、ヨガも取り入れている）ではhttps://flashbak.com/the-womens-league-of-health-and-beauty-nazis-pilates-and-the-birth-of-the-keep-fit-movement-4580/:title=

ショーツ型ブルマーに似た制服]で運動しているし、https://aurora-ray.blog.ss-blog.jp/2017-09-15=ドイツ女子同盟のフィギュア(オーロラモデル 1/35ミリタリーWWIIドイツ少女同盟体操着姿ガレージキットフィギュア ML76)]ではやっぱりショーツ型ブルマーに似ているのだが、詳細はわからない。冒頭で紹介した映画ではのんびりしたシーンであり、ナチス的な全体主義をあまり感じない。もしかしたら、ドイツ女子同盟とは別に、普段からブルマーがそれなりに普及していなことも考えられなくもない。

戦後の女子体育

その後ドイツではブルマーはどうなったか。以前の記事にも書いたように、東欧ではブルマーが採用されていたことを示す写真はちらほら見つかったが、制服として具体的にいつ頃採用されていたかなどの情報は見当たらなかった。そのため、しばらく調査は暗礁に乗り上げていた。

きっかけになったのはDeepLやGoogleの翻訳である。英語のショーツ型ブルマーを意味する語の一つ「gym knickers」をドイツ語にしたところ「Turnhose」という語が出てきた。これで何かがわかるかもしれないと思った。確かにこれは「短パン」を意味する言葉に過ぎない。だが、ドイツ語のウィキペディアには、英語版とは違い、こんなことが書いてあった。

これを自動翻訳するとこうなる。

女性、女の子、男の子の場合（ただし、男の子の場合は約10歳まで）、1960年から1990年の間にパンティーの形のジムショーツがありました。これは通称ジムブリーフと呼ばれていましたが、カタログにはジムショーツとして記載されていました。当初、使用された素材は黒いダブルリブとヘランカでした。それに合うジムシャツもありました。

やっとのことで、具体的な年代を特定できる情報を見つけた。1960年から1990年、確かにドイツではショーツ型のブルマーが採用されていたのだ。

もちろん、出典が明記されていない以上どのくらい正確な情報かはわからない。ショーツ型ブルマー（上ではジムブリーフと訳されている）を意味する「Turnslips」で画像検索してもまったくそれらしいものは該当しない。だが、調査は確実に一歩前進した。

ポーランドやロシアでの調査は難航

ドイツでブルマーがいつまで採用されていたか、かなり具体的な情報を手にすることができた。しかし、今回のドイツや前回のチェコとは違い、ポーランドやロシアに関する情報はなかなか手に入らない。昔の記事のように確かに写真はある、動画もある。だが、文字情報が乏しいのだ。「ソ連　体操着　歴史」「ソ連　体育　制服」「体操着　1960」などと単語を変えてもなかなか引っかからない。おまけに、ポーランド語でgym knickersを訳して「majtki gimnastyczne」で検索すると、スポーツ用の下着しか出てこない。また、言語によっては体操着に該当する言葉を探しても、レオタードしか出てこないこともある。

プロの陸上選手がブルマ姿になっているものは出てくるが、学校での採用事情については、なぜかデータが少ない。

難航の理由？　それから海外のブルマーマニア事情。

資料が見つからない理由は恐らく三つある。一つは、ロシア語やポーランド語ではブルマーを何と呼んでいたか、正確な名称がわからないことだ。チェコ語では、幸運なことに「Jednotný cvičební úbor」が「体操用の制服」といった意味で、直訳でもよかったようだが、他の国の言葉ではそうでなさそうだ。

もう一つは、そもそもネットに資料が載っていない可能性だ。国によってネットの普及した時期は異なるが、紙媒体の資料をわざわざネットに乗せる熱意や理由がないことも考えられる。

最後に、これは前述の熱意がないことと重なるが、欧米ではそもそもブルマーに対して関心が薄いのではないか。海外にも服装に対するフェティシズムはあるようだが、何がセクシーと感じるかは国によって全然違う。ブルマーフェチの人は海外では人数が少ないのではないか。

全くの推測だが、ブルマー時代末期には、ブルマーを性的に感じるあまり盗撮する者が後を絶たなかったという。それが原因で、ますますブルマーが性的だという感覚が強まった。となると、日本でブルマーマニアが増えた理由は、個人のカメラやビデオが日本で普及した時期にも理由があるのかもしれない。

まとめ

• ドイツではナチ時代から提灯ブルマー（？）が採用されていた。
• その後、1960年代から90年代まで、ショーツ型ブルマーが採用された。
• ドイツのブルマーは黒、素材はダブルリブとヘランカ。これは日・英・チェコ・ポーランドのブルマーが紺色中心であるのとは異なる。
• ドイツ語のショーツ型ブルマーは、該当する単語で検索しても見つからない。
• ネットに載る情報は偏っている。少なくも無料で読める分は初心者向けが占める割合が多い。
• 一般に、海外ではブルマーについての文字情報は日本と比べて少ない。
• 今までのレポートで推測に頼る部分の多さはこれが原因。
• ちなみにブルマーフェチを扱ったページも少ない。
• 図書館のレファレンスを使うべきか。

今後

ポーランドやロシアでのブルマーについての文字情報が見つかったら掲載する。しかし、いつになるかはわからない。また、東ドイツと西ドイツとでブルマーの普及に違いがあったか。このあたりも資料が乏しいが、見つけたら公開したい。

また、今まではブルマーはほぼ紺色と思い込んでいたが、黒という記録を見つけた。白黒写真の画像しか見つからなかったケースを、再検討する必要がある。

■アフガニスタンの話

アフガニスタンというと、日本では人道的支援やODA（政府開発援助）の話が中心で、最近の情勢がどうなっているかという報道がほとんどない。なのでちょっと書いてみたい。

もうずいぶん昔の話だが、2001年9月11日にニューヨークの同時多発テロがあった直後、アメリカはアフガニスタンに侵攻してタリバンをパキスタンに追いやったのだった。

タリバンとはパキスタンのマドラサ（イスラムの学校）発の運動で、1990年代末にはアフガニスタンを掌握していた。

なぜアメリカがタリバンと戦ったかというと、アルカーイダ（同時多発テロを主導）の中心人物だったウサーマ・ビン・ラディン（2011年にパキスタンで殺害）を、タリバンがかくまっていたからだった。当時のブッシュ政権はテロとの戦い（TheWaron Terror）を標ぼうして、それに参加しない国は敵として侵攻もやむなしという国防戦略をとっていた。NATOの加盟国から軍隊がアフガニスタンに行ってタリバンと戦争をしていた。

それから19年経ってどうなったか。

タリバンは滅びていない。それどころかアフガニスタン国内で着実に支配を拡げつつある。一方、アメリカを中心とするNATO軍は今年（2021年）の5月までに完全撤退を目指している。（日本ではあまり報道されないだけで、）この間ずっと戦争は続いていた。

アメリカにとってアフガニスタンでの戦争は史上最長の戦争になったが、負けたという見方が強まっている。戦費の負担はアメリカにとってずっと重荷だった。オバマ大統領は2014年に多くのアメリカ軍を撤退させたが、完全撤退にはならなかった。アフガニスタン軍を育てて、アフガニスタン人に自分たちでタリバンと戦ってもらおうというもくろみだったのだが、これはあまりうまく行っていない。毎年アメリカがアフガニスタン軍の費用の4分の3（50億ドルぐらい）を注ぎ込んでやらないと戦えないからだ。

トランプ大統領は去年の2月末にタリバンとの和平交渉をまとめたことになっている。ことになっている、というのは、その内容がかなり怪しいからだ。アフガニスタンの国土をアメリカとその同盟国(allies)の安全を脅かす活動に使わないこと、タリバンと現アフガニスタン政府が和平交渉を行うこと、をタリバンに誓約させるかわりに、アメリカは今後一切アフガニスタンの国内問題に介入しないこととしている。

これは実質的に逃げを打っているのであって、NATO軍が去った後、これまでの努力は水泡に帰してタリバンがアフガニスタンを支配するのではないかという見方が強まっている。

アメリカとタリバンがまとめた合意にしたがって、去年の秋からカタールのドーハでアフガニスタン政府ととタリバンの和平交渉が続いていた。⁠今月の5日からこの交渉は再開する予定だ。

2001年末にパキスタンへ逃げた当時のタリバンは完全に弱体化していたが、パキスタンやイランの支援のおかげで今はプロの軍事組織に成長していて、最近の構成員は6万人くらいいるといわれている。

和平交渉を行っている間も休戦にはならず、タリバンはアフガニスタン国内で毎日のように人を殺しまくっている。以前は政府や軍の高官をターゲットにしていたが、最近では一般人（女性の活動家を含む）を中心に襲っている。タリバンが政権中枢で力を持ったときに歯向かいそうな人間をあらかじめ殺しているといわれている。

タリバンはイスラム法の厳格な運用を目指している。現在タリバンが実効支配している地域ではだれもタリバンに文句を言えないそうだ。

女性は基本的に家を出ることはできず、外出の必要があれば親族の男性が付き添わなくてはいけない。もちろん学校に行くこともできない。

現在の政権下では女性の社会進出が進んで、労働人口の5分の1が女性になったらしい。タリバンが政権を取ればすべてが昔に逆戻りになるのでアフガニスタンの女性は脅威を感じているそうだ。

だがこの数年で現政権は交渉力をかなり失い、タリバンは力を伸ばしている。

今月再開される交渉の結果、タリバンがアフガニスタンのあり方を大きく変えるか、交渉決裂で内戦が起こる可能性がまことしやかに議論されている。

日本はこれまで開発援助でアフガニスタンを支援してきた。これは基本的に親米の現アフガニスタン政府とのつきあいだ。テロとの戦いでは基本的にアメリカに同調してきた。だが今回のアフガニスタン和平交渉の結果、タリバンのメンバーが政権中枢に入ることになれば、これまで実質的に「テロリスト」扱いしてきたタリバンを相手に日本国民の税金を原資とした開発援助が使われるという事態にもなりうる。

ちなみに、アメリカがタリバンと締結した合意では、アメリカの「同盟国」がどの国かは具体的に書いていない。これは安保条約の適用対象で日本も含まれるのかどうかはよくわからない。そうだろうと日本人が勝手に思っているだけの可能性もある。

■Term of Use

I. INTRODUCTION

These Terms of Use and EndUser LicenseAgreement (collectively, the “Agreement”)together withall the documents referred to init constitute a legally bindingagreementmadebetweenyouas anatural person (“you”, “your” or “user”) and We (“we,” “us” or “our”), concerningyouraccess to and use of thesoftwareapplication formobile devices (the “App”).

All the documents that relate to the App are herebyexpressly incorporated hereinby reference.

Itis important thatyou read and understand thisAgreementasbydownloading, installing or using the Appyou indicate thatyou have read, understood, agreedand accepted theAgreement whichtakes effecton thedateon whichyoudownload, install or use the App.By using the Appyou agree to abideby thisAgreement.

Ifyou do not agree with (do notaccept) thisAgreement, or ifyou do not agreeat least withone of the provisions of thisAgreement,you are notauthorized to, andyoumay notaccess,download, install or use the App andyou must ly discontinuedownloading, installing the App and remove (delete) the App fromanymobile device inyour possession or underyour control.

II.CHANGES TO THISAGREEMENT

We reserve the right,at oursole discretion, tomakechanges or modifications to thisAgreementatanytime and foranyreason. Wewill keepyou informed aboutanychangesby updating thisAgreement andyouwaiveany right to receive specific notice of each suchchange.Itisyour responsibility to periodicallyreview thisAgreement tostay informed of updates.Youwill be subject to, andwill be deemed to be aware of and to haveaccepted,the changes inany revisedAgreementbyyour continued use of the App after thedate such revisedAgreementis posted.

III. RESTRICTIONSONWHO CAN USE THE APP

In order todownload, install,access or use the App,you must (a) be eighteen (18) years ofage or older.

Alluserswho are minors in thejurisdiction in which they reside (generally under theage of 18) must have the permission of, and be directly supervisedby, their parent or guardian to use the App, so ifyou arebetween theages of thirteen (13) andseventeen (17) years andyouwish to usedownload, install,access or use the App, before doing soyou must: (a)assure and confirm (ifneeded) thatyour parent or guardian have readand agree (getyour parent or guardian’s consent) to thisAgreement prior toyou using the App; (b) havethe power to enter a binding contract with us and not be barred from doing so underany applicablelaws.

Parents and guardians must directly superviseany use of the Appby minors.

Any person under theage of thirteen (13) yearsis not permitted todownload, install,access or use the App.

You affirm thatyou are eithermore than eighteen 18 years ofage, or an emancipated minor, or possess legal parental or guardian consent,and are fully able and competent to enter into the terms, conditions, obligations, affirmations, representations, and warrantiessetforth in thisAgreement, and to abideby and complywith thisAgreement.

IV. GENERAL TERMS

The Appis a utility program designed to enhanceyour device experience. The Appallows toscanany types of document to high qualityPDF orJPEG; to save and storeanyscan copies of documentsonyourmobile devices; toshareyourscansvia email; uploadscanned documents to cloud serviceslikebox,Evernote orGoogle Drive (see the full performance liston the App’s pageonitunes.apple.com).All documents shall be stored locallyonyour device and shall never be sent toany third-party unlessyou export them to other apps or devicesby means of the App.

The Appis intendedonly foryour personal non-commercial use.You shall use the Apponly for the purposes, mentioned above.

V. PRIVACY POLICY

Your privacyis very important to us. Accordingly, we have developed the Privacy Policy in order foryou to understand how we process, use and store information including personal data.Access to the App and use of the Servicesis subject to the Privacy Policy.Byaccessing the App andby continuing to use the Services,you are deemed to haveaccepted the Privacy Policy, and in particular,you are deemed to have acknowledged the ways we processyour informationas wellas appropriate legal grounds forprocessing described in the Privacy Policy. We reserve the right to amend the Privacy Policy fromtime totime. Ifyou disagree withany part of the Privacy Policy,you must immediately stop using the App and Services. Please read our Privacy Policy carefully.

VI. ENDUSER LICENSEAGREEMENT

By using the App,you undertake torespect our intellectual rights (intellectual rights related to the App’s source code,UI/UX design, content material,copyright andtrademarks, hereinafter referred toas the “Intellectual Property Rights”)as wellas those ownedby third parties.

As longasyou keep using the App, weyou a limited, non-exclusive, non-transferable non-sublicensable, non-assignable and revocable license toaccess and use the App pursuant to thisAgreementonanyApple-branded products thatyou own or control except that the Appmay beaccessed and usedby other accountsassociatedwith youvia Family Sharing or volume purchasing (the “License”).

The source code, design and content, including information, photographs, illustrations, artwork and other graphic materials, sounds,music orvideo (hereinafter – the “works”)as wellas names,logos andtrademarks (hereinafter – “means of individualization”) within the App are protectedbycopyrightlaws and other relevantlaws and/orinternational treaties, and belong to us and/or our partners and/or contracted third parties,as thecasemaybe.

In the event ofany third party claim thatyour possession and use of the App infringes that third party’sintellectual property rights,Applewill not be responsible for the investigation, defense,settlement anddischarge ofany suchintellectual property infringement claim.

These works and means of individualizationmay not be copied, reproduced, retransmitted, distributed, disseminated, sold, published,broadcasted or circulated whether inwhole or in part, unlessexpressly permittedby us and/or our partners and/or contracted third parties,as thecasemaybe.

All rights,title and interest in and to the App andits content, works and means of individualizationas wellasits functionalities (1) arethe exclusive property of We and/or our partners and/or contracted third parties, (2) are protectedby the applicableinternational andnational legal provisions, and (3) are under no circumstances transferred (assigned) toyou in full or in part within the context of the license herewithin.

Wewill not hesitate totake legalaction againstany unauthorized use of ourtrademarks, names or symbols to protect and restore our rights.All rights notexpresslyed herein are reserved. Other product and company names mentioned hereinmay also be thetrademarks of theirrespective owners.

VII. PROHIBITED BEHAVIOUR

You agree not to use the App inany way that:

is unlawful, illegal or unauthorized;

is defamatory ofany other person;

is obscene or offensive;

infringesanycopyright, right ortrademark ofany other person;

advocates, promotes orassistsany unlawfulact suchas (by way of exampleonly)copyright infringement orcomputer misuse.

You shall notmake the App available toany third parties. Inaddition,you shall not modify, translate into other languages, reverse engineer, decompile, disassemble orotherwise derivative works from the App orany documentation concerning the App.

You shall not transfer, lend,rent, lease, distribute the App, or useit for providing services to a third party, orany rights to the App orany documentation concerning the App to a third party.

Misuse ofanytrademarks orany other content displayedon the Appis prohibited.

You shall not copy and/or duplicate and/or distribute and/or publish and/or useany content in the App, directly or indirectly,by way of aviolation of ourIntellectual Property Rights.

Moreover,you shall notmakeanyattempts to use the App or part thereof for malicious intentions.

Also we are not responsible for the wayyou use the App.

Itis clarified that wemay adopt, against auserwhoviolated the presentAgreement,any legal measuresat our disposal pursuant to the applicablelaws.

All disputes arising from the usage of the App, shall be governedby and construed in accordancewith thelaws ofthe United States of America, and shall be submitted to thesolejurisdiction of the competent courts ofNew York,New York,the United States of America.

VIII. AVAILABILITY OF THE APP, SECURITYAND ACCURACY

In order to use the App,you are required to have a compatiblemobile phone ortablet, andinternetaccess. However, pleasenote that we offeryou widgets that save translationsand allowyou toaccess them later in offline mode.

The Appis available fordownloading and installingon handheld compatiblemobile devices runningApple iOSOperating System11.0 with minimum system requirements.

We do not warrant that the Appwill be compatible withallhardware andsoftware whichyoumay use.

Wemake no warranty thatyouraccess to the Appwill be uninterrupted,timely orerror-free. NeitherdoesApple have an obligation whatsoever to furnishany maintenance and support services withrespect to the App.

You acknowledge the Appis providedvia theinternet andmobile networks and so the qualityand availability of the Appmay be affectedby factors outside ourreasonable control.

Theversion of the Appmay be upgraded fromtime totime toadd support for new functions and services.

Wemaychange or update the Appand anything described init without noticingyou. If theneed arises, wemay suspendaccess to the App, or closeit indefinitely.

You also warrant thatany information thatyou submit to usistrue, accurate and complete, andyou agree to keepitactualatalltimes.

You can discontinue using our Servicesatanytimeby choosing the relevant option inyouriTunes AccountSettings. Ifyou decide not to use the App foranyreasonyou should uninstall the App.

IX. CHARGES

The Appis providedon a paid basis.Youwillneed to pay aone-time fee of $14.99 in order todownload the App.Onceyoudownload the App,youwillgetaccess toallits features.

Prices are in U.S. dollars,may vary in countries other than the U.S.and are subject tochange without notice.

Youmay be chargedbyyour communications service provider fordownloading and/oraccessing the Apponyourmobile phone ortablet device, soyou should check the terms ofagreementwith your operator. Thismay include data roaming charges ifyou do this outsideyourhome territory.All these charges aresolelyyour responsibility. Ifyou do not pay thebills related toyourmobile phone ortablet device, then weassume thatyou have the permission from the person thatdoesit before incurringany of these charges.

X. THIRD PARTYWEBSITES AND RESOURCES

The Appmaylinkyou to other siteson theInternet and contracted third parties to provideyou certain services. We have no controloverand accept no responsibility for the content ofanywebsite ormobileapplication to which alink from the App exists (unless we are the provider of thoselinkedwebsites ormobileapplications). Suchlinkedwebsites andmobileapplications are provided “asis” foryourconvenienceonly with no warranty,express or implied, for the information provided within them.

You acknowledge thatyou must comply with applicable third party terms ofagreement when using the App.You aresolely responsible for and bearall risks arising fromyour use ofany third-partywebsites or resources.

Ifyou haveany queries, concerns or complaints about such third partywebsites ormobileapplications (including, but not limited to, queries, concerns or complaints relating to products, orders for products, faulty products and refunds)you must direct them to the operator of that third partywebsite ormobileapplication.

XI. DISCLAIMER OF WARRANTIES

YOU AGREE THATYOUR USE OF THE APP ANDITS SERVICES SHALL BEATYOURSOLE RISK. THE SERVICESAND ALL THE MATERIALS, INFORMATION,SOFTWARE, CONTENT INTEGRATED IN THE APP ARE PROVIDED “ASIS” AND “AS AVAILABLE”. WE DO NOTMAKEANY WARRANTIES OFANY KIND, EITHEREXPRESS OR IMPLIED, WITH REGARD TO THE MERCHANTABILITY, TECHNICAL COMPATIBILITY OR FITNESS FOR A PARTICULAR PURPOSE OFANY SERVICE, PRODUCTS OR MATERIAL PROVIDED PURSUANT TO THISAGREEMENT.
