We are inno doubt about that, anditis hardly necessary for me to say anattackon thePhilippines could not and would not be toleratedbythe United States. So faras the military security of otherareas in thePacificis concerned,it must be clear that no person can guarantee theseareas against militaryattack. Butit must also be clear that such a guaranteeis hardly sensible or necessary within the realm of practical relationship.
Should such anattack occur --one hesitates to say where such an armedattack could come from -- the initial reliance must beon the peopleattacked to resistit and then upon the commitments of the entire civilized world under the Charter ofthe United Nations which so farhas not proved a weak reed to leanonbyany peoplewho are determined to protect their independence againstoutside aggression. Butitis a mistake, I think, in consideringPacific and Far Eastern problems to becomeobsessed with military considerations. Importantas they are, there are other problems that press, and these other problems are not capable of solution through military means. These other problems ariseout of the susceptibility of manyareas, and many countries in thePacificarea, tosubversion and penetration. That cannot be stoppedby military means.

Was told "no foreigners"by aclinic
I just recently moved to a newarea inTokyo, I called a nearbyclinic tomake a reservation (inJapanese) and pretty quickly into the conversation, the receptionist asked if I couldgosomewhere else instead. When I askedwhy,she clearly and blatantly said "theydon'ttake foreigners." Iwas shocked so I askedagain just tomake sure I heard rightand againshe said theydon'ttake foreigners.
When I accused theclinic of discrimination they tried to denyit and claim that "it's difficult to communicate with foreigners," though I've never had thatissueatany otherJapanese speakingonlyclinic or hospital.
If this were just abar orsomething I'ddropit, butthe fact that aCLINIC can blatantly discriminateagainst patients seems insane to me. I'm not expecting much sadly, butis thereanywhere I can report them?
I'm paranoid about just leaving bad reviews because I've seen a first handcase ofsomeone getting suedoverone.

I called a "patientvoice" hotline for reporting these sort of things. I explained the situation and they said they would contact theclinic. They later updated me and said they were actually able totalk to the doctor, and he just doubled down and insisted theydidnothing wrong because "communication with foreignersis difficult." After that they basically could not doanything else other than offer sympathylol...

I also called thisgovernment hotline. First they tried to refer me back to the patientvoice hotline. After I explained the results from patientvoice, they said they aregoing to determine ifit warrants an investigation, which wouldtake 2-3 weeks. They also warned that theclinicis allowed to decline the investigation... so honestly I'm expectingnothing. But they said they would contact meagain in 2-3 weeks.

Local police just said different hospitals have different rules andnothing can bedone, justgo to a differentclinic.
患者の声相談窓口東京都保健医療局 に相談してもクリニックが拒否をしたらそれ以上に何もせず同情しただけ。
いまは人権擁護局 に相談中とのこと。でもクリニックは人権擁護局からの調査を拒否できるらしい。
今の時点で1000以上のupvoteが付いてるが、これは japanlife subreddit ではかなり多い方。
