The first half of episode one was ok. It quickly spiraled out of control where the jokes (which are almost all about sex) become so bad, I started wondering if this was actually meant to be a comedy at all.

They're trying too hard. Instead of making things funny, they're making things crass. That trick never works.

I still don't get that scene where Hishiyasu needs to take a photo of Nanako with a bag of fish. Is there really a fetish for that, or is he trying to make something so ordinary seem like a deep and obscure perversion? Or maybe, and this would explain his casual shamelessness, in his perspective panty-stealing is just as normal as doing a little shopping.

There is a fine line between joking about sexual perversion (Seitokai Yakuindomo) and trivializing sexual harassment (Hen Semi).

That this is on the wrong side of that line is a shame, as the character design and animation are rather good.
