It describes the development of an international multimedia nonprofit radio network which resulted from a collaboration byWilliam S. Paley,Edmund Chester andNelson Rockefeller (Coordinator of theOffice of Inter-American Affairs) on theCBS network in order to implement PresidentFranklin D. Roosevelt's policy ofPan-Americanism andcultural diplomacy during World War II.
