TheLi Keqiang government was the 12th and 13thState Councils ofChina from March 2013 to March 2023, under theLi Keqiang premiership.[1] It succeeded theWen Jiabao government. Premier Li was ranked only second toCCP general secretaryXi Jinping among 7 members of the 18th and 19thPolitburo Standing Committee, top decision-making body of theChinese Communist Party (CCP).
During the1st Session of the12th National People's Congress in March 2013,Li Keqiang was appointed by new PresidentXi Jinping to replaceWen Jiabao asPremier of the State Council, China'shead of government, according to the approval of theNational People's Congress.[2] During the1st Session of the13th National People's Congress in March 2018, Li Keqiang was appointed by President Xi according to the approval of the National People's Congress to re-serve as the Premier.[3]
According to theConstitution of the People's Republic of China, thePresident nominates thePremier of the State Council, and the Premier nominates theVice-Premiers,State Councilors andMinisters. The nominations were approved byNational People's Congressvoting.
