The delegate selection processes herein was updated 3 May 2012 per theDelegate Selection Process 2012.

Starting on Tuesday 20 March 2012, a 15% pledged delegate bonus is awarded whenclusters of 3 or more neighboring states (Idaho,Kansas,Nebraska, andWyoming) begin on the same date (14 April 2012).

The state received a10% pledged delegate bonus for starting inStage II (April).

Circa 24 March 2012, the Kansas Democratic Party determined that Randall Terry is not a bona fide Democrat and cannot win delegates at the 14 April Caucuses. Source:Salina Journal.

21 March 2012 -KDP Chair Wagnon’s Statement On Randall Terry's Presidential Campaign Announcement. "After reviewing our Kansas Delegate Selection Plan and conferring with our attorney regarding Mr. Terry's application, the KDP has determined that Randall Terry does not meet the established requirements for presidential caucus candidates and therefore cannot be placed on the ballot."

10 June 2012 -Kansas Democrats Elect National Convention Delegates. "Following nearly two hours of candidate speeches, the Kansas Democratic State Committee elected six women and five men to attend the Democratic National Convention..."

Participation in Kansas's delegate selection process is open any registered Democrat who will be 18 by 6 November 2012. To participate in the caucus, voters must be registered as Democrats at their current address. Individuals not registered as Democrats may register at the caucus onSaturday 14 April 2012.

Saturday 14 April 2012: Local Unit Conventions (first tier caucuses) convene at 2 pm local time. Each caucus chooses delegates to the Kansas District Convention.

33 of 53 delegates to the Democratic National Convention are pledged to presidential contenders based on the results of today's first-tier Caucuses. A mandatory 15 percent threshold is required in order for a presidential contender to be pledged National Convention delegates at the congressional district level.

• 33 district delegates are to be pledged proportionally to presidential contenders based on the caucus vote in each of the State's 4 congressional districts.
• CD 1: 5
• CD 2: 9
• CD 3: 12
• CD 4: 7

The Local Unit Conventions elect delegates to the Congressional District Caucuses by Presidential preference.

Here's how we compute the delegate count:

1. A candidate must receive 15% or more of the total popular vote to qualify for delegates. Discard votes cast for those candidates who do not meet the threshold.
2. Allocate Congressional District delegates from the qualified vote in each district. Allocate Pledged PLEO and At-Large delegates using the state-wide qualified vote.
3. In each jurisdiction (CD and statewide):
1. Total qualified vote = total votes cast for thequalifying candidates in the jurisdiction.
2. Allocation = (delegates for the jurisdiction) × (candidate's popular vote) ÷ (total qualified vote).
3. Assign each candidate the WHOLE NUMBER of delegates.
4. If delegates remain, allocate each of the remaining delegates to those candidates with the LARGEST REMAINDERS.

Saturday 5 May 2012: District Conventions meet to elect 33 district-level delegates according to the results of the first-tier caucuses.

Saturday 9 June 2012: State Convention

16 of 53 delegates to the Democratic National Convention are pledged to presidential contenders based on the preferences among convention participants. A mandatory 15 percent threshold is required in order for a presidential contender to be pledged National Convention delegates at the statewide level.

The State Committee selects the At-Large and PledgedPLEO delegates according to the preferences of the convention participants.

• 16 delegates are to be allocated to presidential contenders based on the convention results.
• 11 at-large National Convention delegates
• 5 PledgedPLEOs

The remaining 4 National Convention delegates consist of

• 4 UnpledgedPLEO delegates:
• 4 Democratic National Committee members.
• 0 Members of Congress (0 Senators and 0 Representatives).
• 0 Governors.
• 0 Distinguished Party Leaders.

These 4 delegates and will go to the Democratic National Convention officially "Unpledged".

Notes:

HB 2126 was introduced on 28 January 2011 and would eliminate the Presidential Primary. The last time the state held a Presidential Primary is in 1992. In 2008, both parties nominated by convention.

On 7 February 2011SB 128 was introduced. The Presidential Primary would be held on either the 1st Tuesday in April or on a date where at least 5 other states are holding a Presidential Primary or Caucus.

On 25 May 2011, Governor Samuel D. "Sam" Brownback (Republican) signedHB 2080 and in doing so cancelled the state's 2012 Presidential Primaries. Both theDemocratic andRepublican parties plan to nominate by convention in 2012. The last time the state held a Presidential Primary is in 1992.

Thelaw now reads: "... there shall be held a presidential preference primary election in the year 2016, and every fourth year thereafter. [KS Statutes 25-4501. (a)]
On or before November 1, 2015, and ... every fourth year thereafter, the secretary of state shall certify ... a date ... on which at least five other states will hold a presidential [primary... convention... caucus...] at which delegates to a national convention are selected. ... If the secretary of state determines that there is no common date ..., the secretary of state shall certify ... a date, which shall be on or before the first Tuesday in April ... on which the presidential preference primary election shall be held. [KS Statutes 25-4501. (b)]"
