  • Applying for a Job

    • If you have applied to another city, county, school district, or special district online, you may already have a governmentjobs.com account. Check to see if you have an account.
    • Setting up agovernmentjobs.com account is free. All you need is an email address.
    • The City of El Segundo uses the NEOGOV platform that powers thegovernmentjobs.com website for accepting online applications. 
    • Public computers are available to use free-of-charge at the El Segundo Public Library located at 111 W. Mariposa Ave., El Segundo, CA 90245. The Library is open Monday through Thursday, 9:00 a.m. - 9:00 p.m.; and Friday & Saturday 10:00 a.m. - 5:00 p.m. We are closed on Sundays. Computers with internet are available for public use during normal business hours. You may also locate a public library near your home. Most public libraries provide free internet services during hours they are open to the public.
    • Your application materials may only be viewed by City of El Segundo Human Resources Department staff and other City staff designated by the Human Resources Department to review application materials. Other agencies that use NEOGOV do not have access to your application materials for a position with the City of El Segundo.
    • Yes, all correspondence related to the status of your application will be completed via email. Please add the domains elsegundo.org and governmentjobs.com to your safe senders list, and check your junk and spam folders regularly to ensure that you receive all emailed correspondence.

      We also provide guidance on environmental programs to help you comply with various requirements through consultation or guidance documents. Inspections are conducted on a routine basis to reduce environmental hazards through education and engineering. Our personnel are familiar with each operation and can suggest rational and economical solutions to assist you with compliance. 

    • Extinguishers are required at a place of business based on the type of potential hazard that exists. The minimum rating for an office with normal combustibles is: 2A: 10B:C and is usually a five-pound dry chemical type fire extinguisher.
    • Sandbags are provided for businesses and residents of the City by calling 310-524-2709 and are available at the City Maintenance Facility, located at 150 Illinois Street. This office is open Monday-Thursday, 7:00 a.m. - 12:00 p.m.
    • Fire alarm systems in commercial properties and apartment buildings require annual testing by an approved and licensed company.

    • For Residents:
      Pack the items for safe transportation and head over to the City of Los Angeles, Permanent Collection Center. The Center is open every Saturday and Sunday from 9:00 AM to 3:00 PM at Hyperion Treatment Plant, 7660 West Imperial Hwy., Gate B, Playa Del Rey.       Los Angeles County sponsors HHW Collections Events. A Collection Event is a one -day, drive-through event where residents are invited to drive in to a specific location to drop off their hazardous waste. The El Segundo event is held each November at Raytheon Corporation, Parking Lot “G” Hughes Way off Sepulveda Blvd from 9:00 AM to 3:00 PM.       For Small Businesses:
      Some small businesses may qualify to dispose of HHW at a City of Los Angeles, S.A.F.E. Center. Consult with the El Segundo CUPA to determine if you qualify prior to calling the City of LA Sanitation Dept at (213) 485-2260 to make an appointment for the 3rd Wednesday of every month.

  • City Clerk

    • You can register to vote and find election information quickly and easily on the Los Angeles County Registrar-Recorder/County Clerk website. Voter registration forms are also available at the El Segundo City Clerk's Office, U.S. post office, El Segundo Public Library and El Segundo Chamber of Commerce. The Los Angeles County Registrar-Recorder/County Clerk site also provides information about how to Vote-by-Mail, resources about the new system "Voting Solutions for All People" (VSAP) and details about the new voting time frame and process.

    • For persons wishing to file a claim against the City, a Claim Form must be completed and submitted to the City Clerk’s Office. The City is prohibited from providing you with legal advice.Claim forms are available online or the City Clerk's Office at City Hall, 350 Main Street. Completed forms are submitted at the City Clerk's Office.

    • You can file a claim at theLos Angeles County Courthouse/Inglewood Courthouse, located at One Regent Street, Inglewood, CA 90301 (two blocks north of Manchester Boulevard and one block west of La Brea Boulevard.) The courthouse is open from 8:30 a.m. - 4:30 p.m.; the Clerk's Office is open from 8:30 a.m. - 4:30 p.m., Monday - Friday, except court holidays.

    • The El Segundo Fire Department uses a variety of ways to educate the public about fires. We utilize information booths at community events, hold a yearly open house at the Fire Station and issue fire safety publications for the public. We have "Sparky," our Dalmatian dog, that helps us at events and schools to teach "stop, drop and roll" and "learn not to burn." We also promote smoke detector usage in the home.
  • Elected Officials

  • Environmental Safety

    • The California Accidental Release Prevention Program regulations and other Statewide information regarding CalARP are located at the web site of the California Office of Emergency Services. Extensive guidance is available from US EPA's web site and these tools are useful for stationary sources preparing RMPs whether they are subject to the federal rule or not.

      It is illegal to dispose of hazardous waste in the garbage, down storm drains, or onto the ground.

    • It is the generators responsibility to determine if their waste is a “hazardous waste:. They must classify their waste by testing or generator knowledge using the criteria in 22 CCR, Chapter 11. The definition of a waste and a hazardous waste can be found in CHSC, 25124(a) and CCR 66261.2
    • A waste is a material that is discarded (relinquished, recycled, inherently waste-like, poses a health or environmental threat) a hazardous waste if it is a listed waste, characteristic waste, used oil and mixed wastes. Specific procedures determine how waste is identified, classified, listed, and delisted.

      Hazardous waste may be liquid, solid, compressed gases, or sludge. The waste may be by-products of manufacturing processes or simply unwanted commercial products. If the waste has any of these four characteristics, then it is considered to be hazardous:

      • Ignitability
      • Reactivity
      • Corrosivity
      • Toxicity

    • Any solid, semi-solid or liquid waste generated from a wastewater treatment system, water supply treatment or air pollution control unit.

    • Material that’s been used and as a result of contamination can no longer serve the purpose for which it was produced without processing
    • Placed into or onto the land/ground
      Applied to the land
      • CalARP: at least once every (3) three years
      • Aboveground Petroleum Storage Tank (APSA/AST): at least once every (3) three years
      • Hazardous Waste: at least once every (3) three years
      • Hazardous Materials Business Plan (HMPB): at least once every (3) three years
      • Underground Storage Tank (UST): at least once every year (annually).
    • The fees that are collected are used to implement and maintain the UPA programs. 
    • In order to close out the Environmental Safety hazardous materials account, you will need to report the inactivity in CERS, by submitting an updated business activity plan and stating ‘no’ on all items. You may also need to have a final inspection completed by our staff.

      *Please note - a deposit fee will be added to the first water bill if you are renting/leasing a residential or commercial property. The current deposit amounts are listed at the bottom of the Water Service Request form application.

    • El Segundo residents receive bi-monthly water bills. Most businesses receive monthly water bills. The water is billed in arrears for the past months. Once the bill is generated, it becomes due within 21 days of the billing date.
    • If your service is shut off due to nonpayment, payment must be made either online or in person at City Hall:

      • An additional $54.00 re-connection fee will be applied if service is to be resumed
      • If you choose to make an online payment, your service will only be reconnected once the City can verify the payment was received. This must be done during City business hours. 
      • Payments received after City business hours for a water service shut off for nonpayment will remain off until the next business day. On the next business day finance staff will verify payment was received and water staff will reconnect the service.
    • Most businesses can apply to register their business with the City online. Certain businesses are not eligible to apply online. Please visit ourBusiness Tax Registration page for instructions on applying for a business tax registration.
    • It typically takes three to four weeks to process the payment once the invoice is received.
    • It typically takes 3 -4 weeks to process the payment once the request is received.
  • Fire Extinguishers

    • A multi-purpose fire extinguisher is best for the home. Look for the rating to be at least 2A10BC on the label. This extinguisher can be used on any type of fire commonly found in the home and will often be labeled A-B-C. It is recommended that an extinguisher be installed in the kitchen and in the garage.
    • If the pressure gauge needle is in the green, practice using the fire extinguisher in an open area.

      Remember the PASSword:

      Pull the pin
      Aim at the base of the fire
      Squeeze the handle
      Sweep the nozzle

      Once you are done, sweep up the fire extinguishing chemical powder and put it in the trash. It is not hazardous for trash collection. If the pressure gauge needle is in the red, squeeze the handle in an open area until no gas comes out, then place in the trash.

      Expired fire extinguishers are accepted at the City of Los Angeles' five permanent collection centers (including Playa del Rey).

    • Use the PASS technique:

      • Pull the pin. It’s in place to prevent accidental discharge.
      • Aim at the base of the fire. This is the where the fuel is.
      • Squeeze the lever. Release to stop.
      • Sweep from side to side until all flames are extinguished. Watch for any re-igniting and repeat as necessary.

      Always call the Fire Department in the event of a fire — even if you think you have extinguished it successfully.

    • Disposable fire extinguishers cannot be recharged. Plan on replacing them every 10 years. Rechargeable fire extinguishers should be disposed of and replaced if they show any of the following:

      • Missing inspection tag
      • Broken or missing pin
      • Broken or loose handle
      • Clogged nozzle
      • Damage to the exterior shell
      • Fails hydrostatic testing
  • Fire Prevention

    • We use a variety of ways to engage the community about fire prevention steps everyone can take to stay safe. We go to schools, community centers, and businesses to provide public education about fire safety and make a number of fire prevention publications available to the public.

      Look for our information booths at special events around town, where you will find informative free resources and giveaways.

      We’d also like to invite you to stop by our annual Open House. Be sure to meet Sparky, our Dalmatian dog. Sparky helps at community functions and at schools where we teach how to "stop, drop and roll" and "learn not to burn" and is an important member of the firefighting team. 

    • We can help you with over-the-counter plan checks for most projects, including:

      Architectural Tenant Improvement

      • B Occupancy plans with remodels up to 10,000 sq. ft. in total construction area
      • A-3 occupancy plans with remodels up to 3,000 square feet 
      • F and H occupancy tenant improvement plans must be submitted for plan review and may not be reviewed over-the-counter

      Fences

      • Gates that obstruct a fire department access road/lane

      Fire Alarm Systems

      • Plans are limited to the addition and/or relocation of five initiating devices and the addition and/or relocation of notification appliances for tenant improvement work up to 5,000 sq. ft.
      • Any new fire alarm control panels and/or power supplies must be submitted for plan review and may not be reviewed over-the-counter.

      Fire Sprinkler Water Flow Monitoring

      • Plans are limited to water flow monitoring only, to include a fire alarm control panel, one remote annunciator panel, one manual pull station, one smoke detector, one water flow device, two supervisory devices and one horn/strobe.

      Fire Sprinkler Tenant Improvement

      • Plans are limited to addition or relocation of up to 10 new and/or 50 relocated fire sprinkler heads due to tenant improvement work.

      Emergency Repairs to Private Fire Main Systems

      • Plans are limited to a repair of an existing underground private fire service main that is placed out of service due to a break. 
    • Contractors submit building plans to the City. We use fire protection codes and regulations to check the plans to ensure the safety of the people who will occupy the building or area. We look for things such as how people in the building can get out easily and safely without being locked in or confused. We also have certain protection systems built into the structure such as fire sprinklers and suppression systems that will work properly when they are needed.
    • Inspections are conducted annually on apartment buildings five units and above and all businesses.For more information about residential/multi-family or call the Fire Prevention Division at 310-524-2234.
    • We look for any potential hazards and verify that the fire codes and regulations are being followed. To ensure life safety on new construction, we make sure that the plans that were presented and approved have been properly followed and that all installations are done correctly.

      With an annual inspection, we look for any potential safety hazards that can be abated before they become a problem. If we identify a hazard, or an area of concern, we’ll do our best to communicate that it’s in everyone's best interest to make the area as safe as possible. Our objectives are ensuring safety, code compliance and mutual cooperation. 

    • Engine and truck companies need to stay together in case they need to respond to an emergency. It permits them to respond faster when all company members are already together.
    • The International Fire Code is available for review in the Fire Prevention Office at 314 Main Street during our regular office hours, Monday – Thursday, 7:00 a.m. – 6:00 p.m.

    • You can place holds on checked-out library items. Call the Teen/Adult Services Desk at 310-524-2728 for teen or adult materials or the Youth Services Desk at 310-524-2726 for children's materials.
    • No, the El Segundo Public Library is separate from the LA County and LA Public library systems. Please seeGet a Library Card for details about how to get an El Segundo Public Library card.
    • No, you can get an El Segundo Public Library card if you live in California. Please seeGet a Library Card for details.
    • You can have up to 50 items checked out at a time on each account. Items can be any combination of books, CDs, DVDs, etc.
    • We can replace a lost or stolen library card at the Customer Service Desk for a $3 fee. Please be sure to bring your valid picture ID to get your new card.
    • Yes.  You can make copies at the public copier/scanner located near the main floor Teen/Adult Services Desk. Black and white copies cost $0.20 per page and color copies are $1.00 per page. You can also make copies directly from your mobile device. Call Teen/Adult Services at 310-524-2728 for more information.
    • Yes. During tax season January to April we have many Federal and California State Tax Forms available free to the public.Tax forms may also be obtained online from the IRS and theCalifornia State Franchise Tax Board.
    • Yes.  Artists, groups and business organizations are welcome to apply to display their collections, crafts and/or artwork in the Library. Request an art display or call Teen/Adult Services at 310-524-2728 for more details.
    • We offer free public scanning to email, USB or various cloud storage providers. We do not offer fax or test proctoring services but we can help you locate local businesses or organizations that do. Please call Teen/Adult Services at 310-524-2728 for more information.

    • To sign-up online you can go to ourregistration page or you can stop by in-person at the Checkout Building, Clubhouse Building, Joslyn Center or Aquatics Facility and sign-up. 

      PLEASE register for/renew your Rec ID prior to payment in order to receive the 20% discount. You will be charged the non-resident rate, if you register for programs without a current Rec ID. If you are a resident and you are charged a non-resident rate because you did not have a current REC ID, we will not give credit or reimbursement. All resident discounts are applied at the time of purchase.

    • TheParks Maintenance Division of the Recreation & Parks Department is responsible for tree care, cutting, pruning and planting. 
  • Safety in the home

    • Call 911 first. You may also call the Poison Control Center at 1-800-876-4766.
    • Thank you for asking!  Mostly it comes down to using common sense.

      Here are some easy things you can do to help prevent fires:

      • Install smoke alarms and check them regularly.
      • Have a fire extinguisher available – at least one per floor.
      • Avoid overloading power points.
      • Switch off appliances when not in use.
      • Check electrical equipment for frayed cords.
      • Keep kids away from matches and lighters.
      • Inspect central heating and air-conditioning units annually.
      • Check that windows open easily and keep paths clear.
      • Protect youngsters by covering outlets with safety covers.

      Living Room

      • Place a screen in front of open fires.
      • Clean your chimney or flue once a year.
      • Keep portal heaters away from curtains.
      • Ensure electrical equipment has enough air circulation.
      • Never candles or incense burners unattended.

      Kitchen

      Exercise caution when cooking. Most fires start in the kitchen.

      • Always have a fire extinguisher available.
      • Make an escape plan.
      • Never leave cooking unattended.
      • Be aware of clothing – no loose sleeves.
      • Avoid using sprays or liquid cleaners near hot surfaces.

      Bedroom

      • Never run electrical wires under rugs.
      • Ensure lamps and nightlights do not touch bedspreads, drapes, or other fabrics.
      • Use caution when using electric blankets.

      Garage

      • Store flammable liquids safely.
      • Never let kids use appliances without supervision.
      • Clean rain gutters regularly. 
    • The Fire Department cannot pick up household hazardous materials or store them at the fire station. Household hazardous materials must be disposed of by taking them to a local countywide roundup location. For information and a schedule of upcoming dates and sites visit theL.A.     • El Segundo residents and businesses can obtain sandbags at the City Maintenance Facility, located at 150 Illinois Street. Hours are Monday - Thursday, 7:00 a.m. to 12:00 p.m. Call 310-524-2709 to reserve sandbags.
    • The City of El Segundo does not permit the burning of trash, rubbish, grass, or leaves.
    • We may recommend "sheltering-in-place" by going indoors and tightly shutting all windows and doors. Air conditioners and heaters must be shut down to prevent entry of harmful chemicals.

    • A UL-listed, relocatable power strip is the only allowable extension cord device that may be used either in a business or residence. Please note that power strips are not designed for high-power loads such as space heaters, refrigerators and microwave ovens, that can easily exceed the recommended ampere ratings on many power strips.
    • California Highway Patrol takes the lead on assistance with installing child safety seats. Please visit theCalifornia Highway Patrol website for more information. 
    • Address numbers must be a minimum of 4-inches in height for residential buildings, 6-inches for commercial and retail buildings and 12-inches in height for industrial buildings. The address must be posted on the alley side of the building. The address numbers must be visible from the street and/or alley and need to be a contrasting color to the building.
  • Smoke Detectors

    • You should have at least one smoke detector in each bedroom, the hallway and at the top of all stairways. Smoke rises, so the best place to install a detector is on the ceiling or high on an inside wall approximately six to eight inches below the ceiling. Do not install a smoke detector within three feet of any device that might blow the smoke away. Avoid bathrooms, kitchens or other areas that generate steam that can sometimes activate smoke detectors and cause a false alarm. 
    • A battery-operated smoke detector available at hardware or home stores is sufficient. Be sure to test the batteries monthly and change them once a year.
    • We recommend testing your smoke detector monthly. This is done in two ways and either method should work.

      1. Push the test button.
      2. Blow out a candle and hold the smoke up to the detector.

      Batteries can last up to one year. Usually the smoke detector provides an audible signal (a chirp) when the batteries become weak.  

  • Suppression

    • A team of 14 Firefighters remains on duty, 24 hours a day, seven days a week. Firefighter units are staffed at two stations in the City of El Segundo. There is one fire engine, one Paramedic unit and one Battalion Chief at Fire Station 1 and one fire engine, one fire truck and one Paramedic unit at Fire Station 2.
    • We train, maintain, educate and prepare. Fire suppression is only part of a Firefighter's duties. First, we’re responsible for the care and upkeep of the equipment, tools, and technology used in fighting fires. Our gear is always kept in top condition and ready for any type of incident.

      Maintenance of equipment is vitally important to the fire service. Our equipment and quarters are maintained to the highest standards. This not only assures us of proper operating conditions, but also helps us maintain readiness.

      Our skills need to be practiced regularly to maintain a high level of preparedness and effectiveness. We participate in ongoing training sessions for an average of two hours per day to sharpen our skills with all aspects of firefighting techniques.

      We are constantly trained in new methods of various types of emergency preparedness, including an annual training program to keep up with changes in procedures and equipment.

      Firefighters also conduct annual inspections of all businesses within the City to ensure they meet standards for safety. Additionally, we reach out to the community to provide public education about fire safety.

    • A rescue ambulance with two Firefighter/Paramedics and an engine with three Firefighters are dispatched for most medical emergencies.

      The additional staffing is often needed for moving a patient, providing CPR compressions and/or ventilation, controlling the scene, assisting with multiple victims, collecting information, such as medical history or allergies, or to stabilize a scene, control a vehicle, or provide safety to patients and Firefighters.

      All our Firefighters are EMT-1 trained. If the Firefighters arrive on the scene prior to the Paramedics, they can begin basic life support. With backup from the Firefighters, Paramedics can concentrate fully on the victim or victims, from administering IVs or medicines, defibrillating and establishing airways, to communicating with the base-station hospital for treatment orders.

    • An engine or fire truck is dispatched with the Rescue Ambulance whenever it appears that additional assistance is needed. Paramedics work as a two-person team and will have their hands full with any emergency call.

      Our Firefighters are also trained as Paramedics and if necessary, can provide care before the ambulance arrives. The engine company personnel are part of that team and assist in setting up equipment, loading patients, and all phases of emergency medical duties. 

    • Depending upon the nature and seriousness of your injury or illness, emergency department saturation status, if the other facilities will accept you, we may transport you to a local hospital of your choice (within reason).
    • No fee is charged for the Fire Department to respond to an emergency.

      The only fees charged are for ambulance transportation to a hospital in an emergency. The cost of emergency ambulance transportation to a hospital may be recovered from the patient’s insurance provider, the patient, or both.  Seetransport billing for more information.

    • The El Segundo Fire Department is equipped and ready to respond to any medical emergency.

      • Two paramedic rescue ambulances are on duty 24-hours a day, 7 days a week.
      • All Firefighters are trained to the Emergency Medical Technician level (EMT-1) and 15 Firefighters are trained Paramedics.
      • ESFD has two state-of-the-art ambulances with updated equipment.
      • Our ambulances are staffed with two Paramedics on each and have full transportation capability.
      • Each fire engine and the fire truck have Automated External Defibrillators (A.E.D.s) on board in addition to the Paramedics full-function defibrillators.
    • The refinery and other chemical operations are closely monitored by the City's Environmental Safety Division to maintain Federal, State and local compliance.
    • El Segundo firefighters work rotating shifts. We’re on-duty for 48 hours, then off for 96 hours. This type of schedule requires us to stay at the Fire Station and be ready to respond at any time during our shift. A call might come in at any time, and we’re often woken during the night to respond. Additionally, 24-hour shifts are the most cost-effective method of providing the community with emergency medical services and fire suppression.
