I spent a while trying to work what transmitter it was - it seemed familiar but strange. The picture is back to front!

Looking at the cars, I would guess 1965 or thereabouts
Frank operated on 160m and was always up for a good natter. The number plate is B reg or 1964 suggesting approximately 1964 - 1966
If you look carefully and use your imagination, you can see topband whips and other antenna
