A Tentative List is an inventory of those properties which each State Party intends to consider for nomination.
Tentative List Process
States Parties are encouraged to submit their Tentative Lists, properties which they consider to be cultural and/or natural heritage of outstanding universal value and therefore suitable for inscription on the World Heritage List.
States Parties are encouraged to prepare their Tentative Lists with the participation of a wide variety of stakeholders, including site managers, local and regional governments, local communities, NGOs and other interested parties and partners.
States Parties should submit Tentative Lists, which should not be considered exhaustive, to the World Heritage Centre, at least one year prior to the submission of any nomination. States Parties are encouraged to re-examine and re-submit their Tentative List at least every ten years.
States Parties are requested to submit their Tentative Lists using a Tentative List Submission Format, in English or French, containing the name of the properties, their geographical location, a brief description of the properties, and justification of their outstanding universal value.
Nominations to the World Heritage List will not be considered unless the nominated property has already been included on the State Party's Tentative List.
In conformity with Committee Decision7 EXT.COM 4A, once inscribed on the World Heritage List, properties are removed from the Tentative Lists of States Parties.

The publication of the Tentative Lists does not imply the expression of any opinion whatsoever of the World Heritage Committee or of the World Heritage Centre or of the Secretariat of UNESCO concerning the legal status of any country, territory, city or area or of its boundaries.
Out of 196 States Parties to the Convention, 189 have submitted a Tentative List.

- EncouragesStates Parties to seek as early as possible upstream advice from the World Heritage Centre and the Advisory Bodies during the development or revision of their Tentative Lists as appropriate;
- Takes note of the Tentative Lists presented in Annexes 2 and 3 of this document.

- Stressing the importance of the process of revision and updating of Tentative Lists, as a tool for regional harmonisation of the World Heritage List and of long term planning of its development;
- Takes note of the Tentative Lists presented in Annexes 2 and 3 of this document;
- Recalls that all States Parties to theConvention shall, in so far as possible, submit tentative lists of those properties situated on their territory which might be considered suitable for inscription on the World Heritage List;
- Encourages States Parties to theConvention who have not yet submitted any tentative list of those properties situated on their territory which might be considered suitable for inscription on the World Heritage List to request International Assistance in order to help them prepare such a list;
- Requests the World Heritage Centre to present a proposal for revising the procedure of registration of Tentative Lists in theOperational Guidelines, for examination by the World Heritage Committee at its 39th session, in 2015.

- Requests the World Heritage Centre, in consultation with the Advisory Bodies, to propose a revision of Part II. C ("Tentative Lists") of theOperational Guidelines, in order to clarify the procedures of technical analysis by the World Heritage Centre and to ensure that properties proposed on the Tentative Lists are consistent with properties already inscribed on the World Heritage List;
- Further requests the World Heritage Centre to present to the World Heritage Committee, at its 32nd session in 2008, a proposal in this regard.
