Discussion:

There is some confusion over what the value ofmonotonic_clock::is_monotonicwhenmonotonic_clock is a synonym forsystem_clock. Theintent is that ifmonotonic_clock exists, thenmonotonic_clock::is_monotonicistrue.

-1- Objects of classmonotonic_clock represent clocks for whichvalues oftime_point never decrease as physical time advances.monotonic_clock may be a synonym forsystem_clockif and only ifsystem_clock::is_monotonic istrue.
