Discussion:

There is a small discrepancy between the declarations ofimbue(): in 31.5.2[ios.base] the argument is passed aslocale const& (correct), in 31.5.2.4[ios.base.locales] itis passed aslocale const (wrong).

Proposed resolution:

In 31.5.2.4[ios.base.locales] change theimbue argumentfrom "locale const" to "localeconst&".
