Although it is a reasonable assumption that atemplate-declaration in which thedeclaration is analias-declaration declares a template alias, that is not saidexplicitly in 13.7.8 [temp.alias] nor, apparently, anywhereelse.
Proposed resolution (September, 2009):
Change 13.7.8 [temp.alias] paragraph 1 as follows:
Atemplate-declaration in which thedeclaration isanalias-declaration (clause 7) declares theidentifierto be atemplate alias. Atemplate aliasdeclarestemplate alias is a name for a family oftypes. The name of the template alias is atemplate-name.
