According to 9.5 [dcl.init] paragraph 5,
Tozero-initialize an object of typeT means:
...
ifT is a reference type, no initialization isperformed.
However, a reference is not an object, so this makes no sense.
Proposed resolution (March, 2010):
This issue is resolved by the resolution ofissue 633 in document N2993.
