Does this mean that the following is ill-formed?

Proposed resolution (September, 2008):
Change 9.2.4 [dcl.typedef] paragraph 1 as follows:
...Thetypedef specifiershall not be used in afunction-definition (9.6 [dcl.fct.def]), and itshall not be combined in adecl-specifier-seq with anyother kind of specifier except atype-specifier,and it shall be used neither in thedecl-specifier-seq of aparameter-declaration (9.3.4.6 [dcl.fct]) nor in thedecl-specifier-seq of afunction-definition(9.6 [dcl.fct.def]).
