Except here is the thing. A homeless encampment is a symptom of a problem, not the problem. Hinch argued before council that St. Vincent’s Nursing Home was 25 yards away. But as Coun. Shawn Cleary (Halifax West Armdale) pointed out, that’s the distance from the encampment to the nursing home parking lot.
