St. Petersburg, Fla.: "No begging zone" near popular tourist destinations created Jan. 10. Existing ordinances ban panhandling at night and near bus stops and ATMs. Proposed Arlington, Texas: An ordinance would prohibit panhandlers from approaching people for money within 15 feet of ATMs, banks, check-cashing businesses and self-service carwashes. The ordinance needs second approval from the City Council. Durham County, N.C.: County commissioners approved an ordinance Jan. 14 that would ban all roadside solicitors outside city limits. Commissioners must vote again Jan. 28 to pass the rule.
