TheSelect Committee, or theSelect Council, of theGalactic Empire'sCommission for the Preservation of the New Order (COMPNOR) was a secret entity that guided the commission's five major agencies. These agencies were theCoalition for Improvements, theCoalition for Progress,CompForce, theImperial Security Bureau, and theSub-Adult Group. Rumored to have between a few hundred to several thousand members, all bureaus and branches of COMPNOR reported back to it. Thehistorian andResistance memberBeaumont Kin researched the Select Committee and wrote about it in hisbook,The Rise and Fall of the Galactic Empire, in35 ABY.

The Select Committee,[1] also referred to as the Select Council,[3] was a secret entity of theCommission for the Preservation of the New Order (COMPNOR), the largest organization of theGalactic Empire's bureaucracy. As such, COMPNOR influenced many aspects of Imperial life, including thearts,sciences,youth education,law enforcement, and roles within theImperial Military. The Select Committee guided COMPNOR's five major organizations: theCoalition for Improvements, theCoalition for Progress,CompForce, theImperial Security Bureau, and theSub-Adult Group. Orders from the Select Committee filtered through the organization[1] and all branches and sub-bureaus of COMPNOR reported back to it.[2]

The Select Committee approved surveillance on several senators, including Mon Mothma (pictured).
The Select Committee was active during theImperial Era,[2] which began in19 BBY and ended with thecollapse of the Empire in5 ABY.[4] Following theGhorman Massacre[3] in2 BBY,[4] the Imperial Security Bureau'sInvestigations branch was directed to pay specific attention to theImperial Senate in thedays following the massacre. The Select Committee approved increased surveillance for at least twenty-foursenators, includingSenior SenatorMon Mothma of[3] theplanet[5]Chandrila.ISB AttendantFelzonis was alerted to a malfunctioninglistening device inMon Mothma's Senate office on[3] the planet[5]Coruscant and consulted[3] his[6] colleagues. After ISBtechnicians deduced that there were no issues on their end, along with the ISB fieldagentspying on Mothma calling in, Felzonis consulted withISB SupervisorCaptainLagret on the information gathered and his concern. He included a display of the offices of senators the Select Committee had approved increased surveillance on.[3]
Most of the data on the Committee's membership was purged from theImperial Archives during the fall of the Empire.[2] By35 ABY,[7] thehistorian andResistance paramilitary memberBeaumont Kin had researched the Committee and mentioned it in multiple instances within[2] his[8]bookThe Rise and Fall of the Galactic Empire,[2] which released thatyear.[7] In his book, Kin believed that the Select Committee had a direct line toGalactic EmperorPalpatine, thus circumventing establishedImperial Advisors such asGrand VizierMas Amedda andAdministratorSly Moore.[2]

According to Kin's research, the only known members includedCrueya Vandron, a key official from theCommission for the Protection of the Republic (COMPOR), andKinman Doriana, a formeradvisor toSupreme Chancellor Palpatine. Kin also believed thatArmand Isard,Director of COMPNOR, was inevitably on the committee. Kin additionally suspected thatGrand MoffWilhuff Tarkin might have been a member of the committee at some point. Besides those named officials,[2] it was rumored that the Select Committee had between a few hundred members to several thousand members.[1]
Behind the scenes[]
The Select Committee was first mentioned in the currentStar Warscanon inDawn of Rebellion, aroleplaying supplementary sourcebook for theStar Wars Roleplaying series that was published byFantasy Flight Games in2018.[1] It was identified as the Select Council in "Welcome to the Rebellion," the ninth episode in thesecond season of the live-actionDisney+ seriesStar Wars: Andor,[3] which released onMay 6,2025.[9] TheSelect Committee debuted in theStar Wars Legends continuity when it was first mentioned inImperial Sourcebook, a1989 supplement book authored byGreg Gorden forStar Wars: The Roleplaying Game byWest End Games.[10]
