Grand Moff was amilitary[10] andpolitical title in the hierarchy of theGalactic Empire.[9] GrandMoffs weregovernors ofOversectors, which were groupedstar systems andsectors that demonstrated signs of unrest.[11] Oversectors and the rank of Grand Moff were both created at the suggestion of GovernorWilhuff Tarkin[1] in14 BBY.[2] Tarkin became the first ever Grand Moff.[1]
OtherImperial officers who became Grand Moffs includeRandd,[8]Lozen Tolruck,[4] andValco Pandion.[12] Randd served as Grand Moff of theExterior in theOuter Rim Territories, and Tolruck served as Grand Moff ofKashyyyk.[4] Pandion was a Moff who proclaimed himself a Grand Moff following thedeath of Emperor Palpatine and thedestruction of thesecond Death Star.[12]
Powers[]
Grand Moffs had a large amount of liberty to subdue insurrectionist regions, and as such had the authority to deploy and commandImperial Military resources, and were allowed to override anyMoff orplanetary governor.[11] A Grand Moff also had the authority to issue the status of a most wantedbounty.[13]
Rank Insignia[]
As a symbol of their charge, Grand Moffs bore arank insignia plaque with twelvecolored squares—a row of six blue squares over a row of three red and three gold ones. Grand Moffs could use up to fourcode cylinders, with two on each pocket.[3] Three cylinders could also be used, with two in one pocket and one in the other.[14]
