Representation League
Objects and Platform
1. To represent to Commonwealth
Ministers, Federal spencers On Far
camera, and the Southern Public,,
the needs of the northern Territory,
and the advocacy of measures which
will assist in the development of this
vast area, especially the following:
2. The. restoration and preservation
of the good name of the Northern
Territory among our Australian
fellow citizens of the Southern
States.
3. White Australia.'
4. The provision of transport, aerial,
railway and shipping, especially
the following :
(a) the immediate erection of
the Katherine Bridge ;
(b) the construction of the
North South line, by the direct
route ; .
(c) wireless communication with
Borroloola and Victoria River
;
(d) the laying down of main
roads such as main roads
from Darwin to Borroloola,
Victoria River and Oodnadatta.
5. That realising the difficulties
under which the majority of graziers
labor at present, this League will
endeavour to procure a market for
stock, and the best possible conditions
on stock routes.
6. A determined effort to re-open
the Parap Meat Works by co-opera-
tion with the Industrialists and Pas-
toralists or by other available means.
7. The encouragement of tropical
agriculture, such as cotton, cocoa
nuts, peanuts, etc., and the provision
of a liberal subsidy or bonus to the
pioneers of these industries.
8. The substitution of freehold
tenure for the present unsatisfactory
leasehold system, especially in the
case of the occupiers of town allotments,
small agricultural and graz-
ing areas, and the granting to large
leaseholders of small freehold homestead
blocks within their leases.
9. A Territory Elective Council
which shall assist the Commonwealth
Government, and the Administrator
by its consideration and advice in all
matters affecting the development of
the Territory, and submit the solu-
tion of the tropical Housing Problem
to experts, who shall form a
Building Committee in Darwin, the
powers and duties of which shall be
laid down by Ordinance, the Government
to be requested to advance
the said Building Committee sufficient
moneys to cover the construction
of the first fifty houses, said
moneys to be repaid by a sinking
fund, created for this purpose. The
powers and duties of the above-mentioned
committee to be applied to
the whole of the Territory, especially
to settlers on the land, and occupiers
of town allotments.
in. The unqualified adoption of the
Platform of the Northern Territory
Civil Service Association, especially
a system of exchange with officers in
similar positions in the Southern
States.. . says
11. The securing of the very best
expert knowledge to advise in the
selection of up-to-date machinery,
and the best means of handling the
minerals now known to be existing
in the Northern Territory. At times
of price depression the Government
to purchase ore, and hold same until
prices improve sufficiently to pay a
living wage.
12. Regular conferences of Miners)
will be held for the purpose of considering
the interests of the Mining
Industry, and especially to revise
the mining laws.
13. The opening of a Bureau of
Tropical Research in Darwin, and
the building of a Laboratory to comprise
a Medical and Agricultural Department,
each to be controlled by
an expert in Tropical Medicine and
Tropical Agriculture. The staffs of
this bureau to visit the country from
time to time, and when necessary,
and to include at least three doctors,
especially trained in Tropical Medicine
who shall have at their disposal
a Flying Machine and Railway
'Motor.
14. The extension of the a Cottage
Hospital system, as now existing at
Maranboy, Alice Springs, Hall's
Creek, Oodnadatta, and proposed for
the Victoria River, and the re-establishment
of the Bush Medical Supply
System. These Medicine Chests to
be compulsory on all stations where
men are employed.
15. The co-ordination of the Northern
Territory Ordinances, and the
provision of a Crown Law Officer at
Darwin.
16. As we consider the indications
of the existence of Mineral Oil to be
sufficient, we will make strong applications
to Federal Ministers for the
engagement of a Mineral Oil Exp
for the Northern Territory.
17. We strongly advocate the building
of wells on the Northern Territory
Rivers for purposes of irriga-
tion.
18. We will urge upon the Government
to resume boring for minerals
and thoroughly test the country for
the presence of Mineral Oil.
19. In the face of the hard conditions
of existence in the Northern
Territory, we will urge upon the
Government to reduce taxation by
33 1/3 %'
20. Lands Titles Office to be established
in Darwin.
21. The resumption of the weekly
time-table in connection with the
Darwin to Katherine Railway.
22. The commencement of work at
the Northern Territory Naval Base.
23. That a system of Technical
Education be established in Darwin.
24. Water Supply and Sewerage for
Darwin.
25. Naval Patrol Boat be established
at Darwin.
