Municipal Birth
of Sandgate.
A Glance at the Past

IN a previous article, entitled "Sand-
gate 50 Years Ago," I attempted
to give some idea of the condition
of Sandgate in 1876. Mr. E. B.

year, had taken such a liking to the place
that he returned in 1878 to reside in Sand-
gate permanently. Outside of the prin-
cipal towns of Queensland, there cannot
have been any system of local govern-
ment in those days. The road from Bris-
bane to Sandgate was under the control
of a road board, the personnel of which
I do not rightly remember, but I think
I am correct in naming Charles Hows, of
German Station, and D. R. Somerset and
Richard Board, of Sandgate, as being
members. Funds must have been sup-
plied by the Government, and I think
that Mr. D. F. Longland supervised the
work as district road inspector. The road
gang was in charge of Johnny Ward
(John Luke Ward, to give him his full
name), a peppery little Irishman, but
good-hearted enough if one took him the
right way, and 1 think that Hezekiah
Shepherd was one of his gang.
Divisional Boards.
IN 1878 the Government of the day passed
the Local Government Act of 1878.
Next year the Divisional Boards Act of
1879 was passed, and Sandgate was likely
to be included with Bald Hills as a sub-
division of the proposed Nundah division,
now known as the Kedron Shire. Mr.
Southerden was sworn in as a justice of
the peace by Mr. Justice Lutwyche early
in 1875, and had been an alderman for
the North Ward of the City of Brisbane
from 1869 to 1872, and therefore knew
something of municipal matters. He
felt that it would be to the best interests
of Sandgate to "go on its own," and I
believe that he was the originator of the
movement which culminated in a petition
being presented to the Governor in Coun-
cil by resident and non-resident property
owners asking for Sandgate to be pro-
claimed a municipality. At all events he
conducted the necessary correspondence,
and I have before me as I write a tele-
gram to him from Mr. J. F. Garrick
(then M.L.A. for the district), dated
November 22, 1879, saying: "Postponed
engagements; can be with you Thursday
evening. Write me," and a copy of Mr.
Southerden's letter in reply, dated
November 24, 1879: "Your telegram receiv-
ed. Thanks for consenting to take chair
at meeting. Will you please try to be
here early, so that a few friends may
meet you an hour or so before meeting
and talk matters over? We are anxious
to decide which Act it will be to the
best interests of Sandgate to come under
(Local Government or Divisional Board),
and require your valuable assistance and
opinion." The meeting was held on
November 27, 1879, and Mr. Garrick was
asked to take the chair. Rough notes of
the proceedings, in a handwriting un-
commonly like that of our old friend,
Mr. W. R. Barfoot, who was then head
teacher of the State School, say that the
chairman read the advertisement calling
the meeting, explained the boundaries of
the proposed Nundah Division, and point-
ed out the difference in tlie application
of the two Acts. After considerable dis-
cussion, Mr. W. Deagon moved,—"That
the Sandgate portion of the Nundah
Division be erected into a municipality
under the Local Government Act." Both
Dr. W. J. Ward and Mr. T. Coward are
credited with having seconded the motion.
A second motion, defining approximately
the boundaries of the proposed munici-
pality, was moved by Mr. Southerden,
and seconded by Mr. George Bott, Captain
Townsend being credited with suggesting
the boundaries as mentioned.
Formation of the
Council.
THE third motion was moved by Mr.
G. J. Walker, and seconded by Mr.
Jas. Swan, as follows: "That the follow-
ing gentlemen be appointed a committee
to embody resolutions of this meeting
into a petition to the Governor in Coun-
cil, and with full power to act and amend
proposed boundary: Captain Townsend,
Messrs. Board, Southerden, Dr. Ward,
Moses Ward, and W. Deagon." The
three motions were carried unani-
mously, and the meeting closed with
a hearty vote of thanks to the
chairman, moved by Mr. Souther-
den and seconded by Mr. Deagon. The
petition was duly prepared by this com-
mittee, and I understand that Hezekiah
Shepherd, previously referred to, was em-
ployed or else volunteered to take it
round and obtain signatures. Sixty-one
signatures were obtained, and the peti-
tion was forwarded to the Colonial Secre-
tary by Mr. Southerden on December 9,
1879. Messrs. W. R. Barfoot. G. J.
Walker, G. F. Buck, C. T.Slaughter, and
James Hutchison are the only survivors
to-day of those who signed. The prayer
of the petitioners was granted, and in
April, 1880, Sandgate was proclaimed a
municipality under the title, "The
Borough of Sandgate." During May
the first election was held, Mr.
Wm. Theophilus Blakeney (Registrar-
General) being returning officer, and
the elected aldermen being Wm.
Deagon, Captain Wm. Townsend,
George Bott, Richard Board, Robert
Kift, and Edward Barton Southerden.

The first meeting of the council was held
on June 2, 1880 (probably at the Sand-
gate Hotel), and Alderman Townsend
was voted to the chair. On the motion
of Alderman Board, seconded by
Alderman Bott, Alderman Souther-
den was unanimously elected Mayor.
At the second meeting, on June 7, the
Mayor reported that Mrs. Cousley offered
a furnished room suitable for temporary
council chambers, at a rental of 7/6 per
week, and it was agreed to accept this
offer. It was also agreed to recommend
that Messrs. J. L. Berry and G. J. Wal-
ker be appointed auditors. The council
met for the third time on June 21, when
applications were received from Messrs.
A. Glen and A. Macalister, jun., for the
position of town clerk temporarily, and
the voting being equal the Mayor's cast-
ing vote was given for Mr. Macalister,
who was appointed with the munificent
remuneration of 10/ per week! Mr. R. D.
Graham's tender at £25 to make a valua-
tion, and appear at the Appeal Court if
necessary, was accepted; and the Mayor
and Alderman Bott were authorised "to
arrange with Shepherd to put in good re-
pair certain dangerous places on the road
to the creek, and to wait for payment
until the council has funds at its dis-
posal." This was the beginning of 21
years' faithful service rendered by Heze-
kiah Shepherd to the Sandgate Council,
and therefore to the people of Sandgate.
The fourth meeting was held on 6th
July, in the temporary council chambers,
in Mrs. Cousley's house, when the Mayor
reported that the Towns Police Act had
been extended to Sandgate, and that
Sandgate had been appointed a place for
holding Courts of Petty Sessions. There
is no record about the appointment of
"roadmen," as they were called, but at
this meeting the council resolved "that
the roadmen be kept on by the council,
and that the Mayor and Alderman Bott
continue to supervise them," also "that
the Mayor interview the manager of the
Union Bank in Brisbane as to borrow-
ing sufficient money to carry on with,
until such time as endowment is grant-
ed."
At the 5th meeting of the council, held
on July 19, 1880, the Mayor reported that
the manager of the Union Bank was wil-
ling to assist the council with a loan,
and it was agreed, on the motion of Ald.
Bott, seconded by Ald. Townsend, "that
two more men be employed on the road,
as the number at present employed are
not sufficient to roll trees about as re-
quired since the horse and dray were
knocked off. Expenses not to exceed
26/ per day." Information at my dis-
posal does not permit me to go further
than this, as unfortunately the whole of
the official records of the council were
destroyed some years later (when the
Town Hall in Kate-street was burnt
down), because the council would not
incur an expenditure of £50 in building a
fire-proof room.
