Lawrence bends: WA to hold
corruption Royal commission
PERTH: A Royal commission
with extended powers will be set up
in Western Australia to investigate
claims of corruption and other illegal
conduct relating to state Government
business activities.
The Premier, Carmen Lawrence,
said last night that the Royal com-
mission would have similar powers
to Queensland's Fitzgerald inquiry.
The Royal commission will in-
quire into the business deals made
over the past 10 years by the WA
Government's entrepreneurial arm
commonly known as WA Inc.
It will also look into the allega-
tions of official corruption and other
related matters to emerge from the
recent trial of private detective Rob-
ert Smith.
As recently as last week, Dr Law-
rence flatly rejected a call by the
WA Ombudsman for a Royal Com-
mission on the grounds that it would
prejudice ongoing investigations.
But she said last night that a
wide-ranging inquiry was the only
way to restore public confidence in
the parliamentary and political pro-
cesses in WA.
"I agonised over the decision, but
confidence in the political process
had been so severely undermined
that I now believe the only way to
restore that confidence is by a Royal
commission with wide powers," Dr
Lawrence said.
The main allegations of WA Inc-
related corruption surround the at-
tempted rescue and subsequent fail-
ure of the merchant bank Rothwells
Ltd.
But they also include the Petro-
chemical Industries project which
failed to get off the ground and a
number of land deals all dating back
to the premierships of Brian Burke
and Dr Lawrence's predecessor, Pe-
ter Dowding.
More recent revelations of mas-
sive losses by the WA State Govern-
ment Insurance Commission and
questionable investments made by
the State Government Superannua-
tion Board bave compounded the de-
bacle which is said to have cost WA
taxpayers as much as $2 billion.
Evidence of Government misman-
agement arose from the investigation
of Malcolm McCusker, QC, into the
November, 1988, collapse of Roth-
wells.
In his report tabled in Parliament,
Mr McCusker questioned the Gov-
ernment's actions in various deals
which mostly had the purpose of
propping up the ailing Rothwells
which eventually folded with losses
of $260 million.
Four former key players in the
failed financier, including its chair-
man, Laurie Connell, (see report —
Page 11) already face 20 criminal
charges as a result of Mr McCu-
sker's inquiries.
The Royal commission will also
probe allegations made over the past
fortnight of a former senior politic-
ian allegedly admitting to passing a
$30,000 bribe to members of the
Stirling City Council.
