| dcterms:abstract | - This study analyzes the change of the national election broadcasting debates in the 17∼19th elections of National Assembly members, and proposes the institutional improvement programs for voters. From the 17th to 19th National Assembly elections, the frequency of the talks and debates increased and the number of times of the joint broadcasting speaking decreased. In the 19th election, the candidate debates increased because of the institutional change and the competition format change in the districts. Before 19th election the broadcasting debate nonattendance penalty had introduced. And in the 19th election, the numbers of districts candidates decreased because of the opposition parties election coalition. In the metropolitan area, the local cable TV broadcasted the election debates and the prime time broadcastings increased compared with the 18th election. But in the non-metropolitan area, the terrestrial TV broadcasted the election debates and could not use the prime times. Instead, the non-metropolitan area terrestrial TV fixed the other times beside the prime times. According to the survey after the 19th election, the election debates program rating is 44% nationally but the local disparity is high. - 본 연구는, 17대부터 19대 국회의원 선거에 이르기까지 지난 3번의 선거방송토론의 운영현황을 비교 분석하여 선거방송토론의 변화 방향을 가늠하고, 유권자 입장에서 더 나은 제도변화의 방향을 고민해 보는데 목적이 있다. 17대∼19대 국회의원 선거에서 대담·토론회는 대수가 늘어날수록 개최 횟수가 늘어났으며, 합동방송연설회는 17대에 비해 18대에서 73건이 늘었다가 19대에서는 다시 79건이 줄어들었다. 19대 선거에서 선거대담·토론회가 증가한 원인으로는, 불참 시 과태료를 부과하는 제도변화와 함께, 전체 선거구 차원에서 후보자가 줄어든 선거경쟁구도의 차이를 들수 있다. 지역적 차이로는 수도권의 경우 케이블방송으로 선거토론이 방송되었으며 18대에 비해 프라임 시간대 방송이 늘어난 반면, 비수도권 지역에서는 모두 지상파로 방송되었고 방송시간대는 프라임 시간대를 피하되 지역별로 특정 시간대를 고정함으로써 시청편의를 도모했다. 한편, 설문조사 결과 유권자 10명 가운데 4.4명이 선거방송토론을 시청했다고 응답했으며 수도권보다는 지방 유권자들의 시청율이 더 높게 나타났다. 19대 총선의 선거방송토론은 17-18대 총선에 비해 방송시간대 및 운영방식 등에서 상대적으로 체계화된 특징을 나타냈으나, 유권자 2명 가운데 1명은 지역구 후보자토론을 시청하지 못한 것으로 나타났다. 선거토론방송이 더 유권자 친화적으로 진전될 수 있기 위해서는 매체환경의 차이를 반영해 지역별 시청률 편차를 줄일 수 있는 제도개선과 함께, 다른 제도를 통한 선거토론 확대를 모색해야 할 것으로 보인다 (xsd:string)
